Errors in p4est and cmake when install dealii

Can anyone help me with this issue?
In order to use dealii, I tried to install p4est using the command
./configure && make && make install
and
cmake .. -DP4EST_DIR=/usr/local -DDEAL_II_WITH_P4EST=ON -DDEAL_II_WITH_MPI=ON -DCMAKE_INSTALL_PREFIX=/usr/local
under "build" folder, but some error occurs.
I also opened the file dealii-9.0.0/build/CMakeFiles/CMakeError.log, it says:

I guess I haven't installed p4est correctly, so I configure it again.

( Here shows we are using MPI. I also tried p4est-2.8 ./configure --enable-mpi --prefix=/usr/local)
Then I tried to build and install p4est, but it gives me an error during installation:

I have no idea why the permission is denied, I also tried sudo make install:

LTO compilation question when linking X86/marshal file

Envs: Ubuntu 18.04, Miniconda3, python=3.7(GCC=7.3.0), GCC -v (7.4.0)
The error occurs when I run the following command:
scons build/X86/gem5.opt -j8
The error is as follow:

The thing is there are some libraries that we(macOs users) can't install unless there is Xcode installed or binaries of Xcode is what I was asked for during the time of Installation after which I was able to download and run the spaCy on my Machine.

Installing gcc might fix the error, or another compatible compiler symlinked to gcc.

tensorflow build fail at october 6 2016

bazel 0.3.1 (download the releases , haven't build from source because it build fail)
I change the config file follow the discussion here and here because it works for ./configure.
I clone the lastest code and configure without GPU. Here is my build instruction at the root directory of tensorflow

SyntaxNet Bazel build failed: gcc: error: unrecognized command line option '-h'

Trying to install SyntaxNet on Ubuntu 14.04 LTS, build fails with gcc unrecognized command line option '-h'.
Searched gcc documentation and there seems to be no such command line option.
Have anybody seen this?
