Unable to install RabbitMQ on Raspbian (Buster) because Erlang isn't the correct version, even though it says it's up to date

I'm quite new to Raspberry Pi and Linux/Debian, so please bear with me. I have been trying for hours now to install rabbitMQ on my Raspberry Pi 3, to no avail. I followed the steps, but in the end I just get this whenever I try to write sudo apt-get install rabbitmq-server :

After seeing this, I realize that my Erlang wasn't the correct version, and needs to be 1:21.3, instead of 1:21.2, so I went to go and update it, but it then says:
pi#raspberrypi:~ $ sudo apt-get install erlang
Reading package lists... Done
Building dependency tree
Reading state information... Done
erlang is already the newest version (1:21.2.6+dfsg-1).
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
I looked on the Erlang web site and it just says write apt-get install erlang to make it work, but for some reason it just wants to stay at version 1:21.2.6, instead of the 22.2 that seems to be a latest version. Does anyone have any advice?
After Franva's comment, I have improved my answer.
Go to the page: https://www.rabbitmq.com/install-debian.html#manual-installation
Search for "Manual Installation with Dpkg" in the page and you will find the download link.
At the moment (4th June 2020) the file is "rabbitmq-server_3.8.4-1_all.deb"
Download that file and move it into the raspberry pi.
Go to the page: https://www.erlang-solutions.com/resources/download.html
and download the latest version for raspbian buster.
Then in Raspbian type
sudo apt-get remove erlang*
Then install the erlang package you have downloaded from the erlang website using
sudo dpkg -i name_of_the_erlang_package.deb
Install the RabbitMQ package you have downloaded from the RabbitMQ website using
sudo dpkg -i rabbitmq-server_3.8.4-1_all.deb
When the installation is over type the following commands:
sudo systemctl enable rabbitmq-server
sudo systemctl start rabbitmq-server
sudo rabbitmq-plugins enable rabbitmq_management
Since the default user (guest) accesses to the web management console only from localhost, you can either log in from your raspberry and from chromium type
http://localhost:15672
and login with
user: guest
pass: guest
You can then create your own user and log in with it remotely
OR create your own user with the following commands
sudo rabbitmqctl add_user your_username your_password
sudo rabbitmqctl set_user_tags your_username administrator
sudo rabbitmqctl set_permissions -p / your_username ".*" ".*" ".*"
and connect to the management console from your browser using
http://ip_of_the_raspberry:15672

Note: the following question is similar - but for RedHat and the yum install instructions are not directly applicable for apt-get Installing RabbitMQ on Red Hat - wrong Erlang version
What needs to be done to fix this installation process? I am on ubuntu 18.0.4.
The following sequence of commands will install Erlang and RabbitMQ on Ubuntu 18, as documented here:
export DEBIAN_FRONTEND=noninteractive
apt-get update -y
apt-get install curl gnupg -y
curl -fsSL https://github.com/rabbitmq/signing-keys/releases/download/2.0/rabbitmq-release-signing-key.asc | apt-key add -
apt-get install apt-transport-https
tee /etc/apt/sources.list.d/bintray.rabbitmq.list <<EOF
deb https://dl.bintray.com/rabbitmq-erlang/debian bionic erlang
deb https://dl.bintray.com/rabbitmq/debian bionic main
EOF
apt-get update -y
apt-get install rabbitmq-server -y --fix-missing
until lsof -i:5672; do echo "Waiting for RabbitMQ to start..."; sleep 1; done
rabbitmq-plugins enable rabbitmq_management
If you choose to install Erlang from source you're on your own and I suggest using the generic-unix RabbitMQ package.
NOTE: the RabbitMQ team monitors the rabbitmq-users mailing list and only sometimes answers questions on StackOverflow.
Encountered similar scenario recently while installing rabbitmq. Installing erlang using PPA
wget https://packages.erlang-solutions.com/erlang-solutions_1.0_all.deb
sudo dpkg -i erlang-solutions_1.0_all.deb
sudo apt-get update
sudo apt-get install erlang
sudo apt-get install esl-erlang
as described here worked for me
I experienced similar issue while installing elixir. I believe the reason is an existing installation of erlang is blocking the installation of required versions of erlang offered by two different packages.
For me, installing esl-erlang along with elixir solved the issue, e.g., sudo apt-get install elixir esl-erlang. So, you might want to explicitly install the required version of erlang-base or esl-erlang.
While installing RabbitMq 3.11.7 / Erlang OTP 25 / Ubuntu 20.04 received this set of errors
The following packages have unmet dependencies: rabbitmq-server : Depends: erlang-base (>= 1:25.0) but 1:22.2.7+dfsg-1 is to be installed..
Resolved by following Cloudsmith Quick Start Script at
https://www.rabbitmq.com/install-debian.html
This means installing both Erlang and RabbitMq Repositories.
The error was resolved after these steps were put in sequence.

Anyone know if what I am trying to do is supported? Any hints or workarounds?
Note: I specifically want to try version 3.0.6. I was able to install the stable version but there is a bug that is blocking me and I am hoping it's fixed in 3.0.6.
Apparently at the moment Mono is not really supported on armhf and this is what the regular Raspbian "wheezy" distro is. I tried Soft-float Debian “wheezy” and the original issue I had was gone even on 2.10.8. When I tried upgrading to a newer version apt-get just said "mono-complete is already the newest version". Here is the long version of the story.
It seems armhf is now supported in mono:

AFAIK mono 3.0.6 was just included in debian/experimental, so I guess you're not using this version.
