The very beginnings on GCP turn out as a real struggle. Just on the signup page (all access $300 free) receiving error message: "This payment method can't be used for recurring payments [OR-CBAT-09]" also the bank account shows "unverified".
What's been tried: signing in on Google pay - trying to enter the verification code: doesn't show any place to enter code from the wire transfer. Also contacting various Google supports by chat (hours :) ) Cloud Billing Support apparently is responsible yet available only to registered users - real dilemma.

Sign up on the Play store and create a merchant account. During the merchant account setup you can enter the test deposit amount which will verify your Bank account.
Sounce: Tried to create a GCP billing account with a German bank as payment method, got [OR-CBAT-09] for two weeks and was given the runabout with the cloud billing support including multiple second-level support escalations. And no, support never made any useful suggestion (we are registered & paying customer).

I'm integrating a react native app with PayPal's REST API and all has gone quite smoothly. However, when I click through, the buyer does not get the option to complete the purchase as a guest. I'm using a v1/payments integration; The transaction works if I login or create an account, but is it possible to let buyers pay without having to login?
I have researched and done most things people say you should do, like having a business account, enable guest payments, etc.

This isn't a REST API issue. You are getting the expected behavior of the PayPal Checkout in general. Guest checkout is available on a case-by-case basis. Very many factors -- such as the country of the buyer, IP address, repeated payment attempts, and testing payments to one's own account in the live environment -- are used to determine guest eligibility.
When a checkout is not guest-eligible, the buyer can still enter their card details but will also need to choose a password to create an account in the process.
Again, this is just how the PayPal Checkout works in general.
By the way, the v1/payments API is deprecated. You should use 'Create Order' and 'Capture Order', documented here.
I've used my live PayPal account to login to developer.paypal.com where I created 2 new accounts buyer# (personal) and seller# (business). I've implemented a PayPal plugin for a shop (CubeCart + PayPal Standard Payment Gateway plugin https://www.cubecart.com/extensions/payment-gateways/paypal-standard). When I complete an order (sandbox testing) I sign using buyer# email and password and complete the order. I can then click to view account and it shows "payment to", "unclaimed" and the amount I've paid. When I logout of this account and login as my buyer#, I see no transactions. If I log back into developer.paypal.com and go to transactions under "Sandbox" section and select any of the email addresses I see the same statement for all of them "You don't have any transactions".
If I login to sandbox.paypal.com using james-facilitator# account (business) there are no transactions here either.
If I login to sanbox.paypal.com using james-buyer# account (personal) there is only the one initial transaction here for the initial 9,999 funds
I've obviously missed something but I can't think what, I'm not sure how a sandbox account knows who it's seller should be but I've checked both sandbox seller accounts. I find it strange that the buyer account I used has registered the transaction but it seems like it's orphaned as there isn't any other record of it any where else including the developer.paypal.com sandbox transaction. I've tried this several times to see if I could get it working and I've also allowed for 24 hours just in case there was a delay somewhere.
I just want to be able to test transactions before going live.
Any help/advice?

Solved - silly really now I know but it was simply the email address I used to test the API. I used my main live account and I should have used the fake email address in my API call. Since my live controls the test accounts I assumed that this should have been used.
OK so I have a verified business account setup. Im using the express checkout API and tested it in Sandbox, all was working fine, so I changed the API_Uname, pword, signature to correspond with the details for the live environment.
I made a small purchase with my boyfriends credit card just to check that everything is working...(Im selling digital goods), The card was charged and I assumed all is in order
My Problem
Eventhough the credit card was charged, there are no payments / orders / customers etc showing in my account. Surely because my boyfriends card was charged the payment should reflect in my account but nothing is showing...?!
I have read extensively through the developers documentation and came up with the following 2 conclusions:
Developers dashboard says I have no registered apps, yet I have live login credentials (uname,pword,signature) on my account...and my account is verified, could this be the reason?
Setting up the API I did something wrong which results in the card being charged, client getting content but me not getting paid...Could this be possible?
Assuming either one of above mentioned is correct surely paypal should have thrown an error or blocked the transaction..?
Has anyone else experienced this problem before? Any pointers or tips will be greatly appreciated
Slovakia has been added recently to list of supported Merchant countries for Google Play.
I have an account in Czech Republic (CZK) paired with Merchant Account with active paid and free apps and want to change the country to Slovakia (EUR) - mostly because i of the fees related to money transfers from a different currency (CZK to EUR) on my business account.
I have been searching on Google but found nothing except for transferring all my apps to new developer account. I'm afraid that this will hurt my play store search positions and i won't be able to transfer the Google Play Services data (LeaderBoards, Achievements)
Also i want to keep the package names.
Had someone done this? How should i proceed?

I understand you'd like to change the country associated with your Google Payments Merchant account. Once your Google Payments Merchant account has been created, it's not possible to change the country associated with that account. Instead, I can cancel and refund your existing developer account and transfer your apps to a new developer account that has the appropriate merchant country details.
To get started with this process:
Edit your current developer account name. If you'd like to continue to use your developer name with the new account, you’ll need to change your current name in order to free it up for the new account. For example, name the old account “xxx-OLD,” so you can use "xxx" in your new account. Make sure you save your settings.
Create a second Google Account (with a new, different email address). After you've created the new account, you will need to configure Google Payments with a billing address corresponding to your preferred merchant country.
After you've registered the newly created Google Play Developer Console account, create a new Google Payments Merchant account from the Developer Console. Pay special attention to the country listed for your legal business address. You may need to adjust your Google Payments settings if you haven't configured your billing address properly.
Use this online checklist to submit your app transfer request.
Please note however at this time, an app transfer can't be completed with in-app subscriptions currently or previously configured for your app; this includes subscriptions that do not have subscribers, or those apps which have had all subscriptions canceled.
I understand this limitation can be frustrating, and I apologize that we don't currently have a more seamless way to transfer these applications across accounts. The country associated with your Google Play Developer account can't be changed. However, you can create a new account that uses a different country and transfer your apps to your new account.

I am so confused about the services and over here the paypal website also seems to be serving up 400's and 404s.

As far as I know, I don't have Express Checkout, but I'm not sure if I have Website Payments Pro (my company created this account).
Now I have two questions:
1- This is just the sandbox. But on the real site, does this solution that give users the opportunity to pay by credit card? I've actually successfully done a credit card transaction in the sandbox, I'm just worried because I've heard that customers can only do direct credit card transactions in PayPal Website Payments Pro. The PayPal website is overloaded with information and I can't find my way around it to answer simple questions like this.
2- Is it possible to do negative testing for transactions on this page? Such as simulating the events that the user's credit card or Paypal account doesn't have enough balance? If it is possible, and I am using the ButtonManagerAPI, then is the technique below the correct way to go about it?
I put an error code in the amount variable that is passed on to IPN via via an NVP api call, like this (lots of value pairs in the middle excluded as irrelevant):

So it appears I have PayPal Website Payments Standard, which means I cannot incorporate cannot have credit card payment forms directly on my website, but customers have to be directed to PayPal. I'm fine with that, as long as customers have the option to pay with credit cards.
The screenshot looks like PayPal Standard, which is an HTML-only (non-API) integration.
Any regular business account that can receive money can make use of the Express Checkout API.. typically by authenticating with an API USER/PWD/SIGNATURE. For businesses with programming/development resources, EC is by far the recommended way to accept PayPal payments.
If you pass SOLUTIONTYPE=Sole in the initial SetExpressCheckout call, it will accept credit cards from "guest" customers who don't have a PayPal account, similar to the Standard screenshot you're displaying above.
The main reason to choose EC over Standard is that it's a much tighter handshake between your checkout software and PayPal's servers. With Standard's HTML-only, the customer is redirected away from your site and might not return to your site after a successful transaction is committed (they may stay on paypal.com and not click to return or their browser might crash before return --- whereas with EC the return to your site is built-in before anything touches the financial system)
With the recent beta of developer.paypal.com, all new sandbox Business accounts are full Pro accounts by default. Signing up for a live Pro account would be useful if, in addition to accepting PayPal payments, you wished to create a credit card entry form directly on your own site.

The button manager API is unlikely to be useful to you. And there are ways to do negative testing with the sandbox, but it's really not an important concern when you're still deciding on a product/API.
