Okay - I found the problem and have finally got this up and running. Way, way, way high up in the logcat was a message from Google Admob saying that I needed to add the appId in the meta tag of the AndroidManifest file. This was very hard to find because the logcat keeps running constantly and even if you look deep in the log it disappears quickly.
To figure this out I started adb logcat in a new shell (terminal window), gave it a second to fill up, then cleared it using CMD K, then in another shell ran react-native run-android.
When it fully built I immediately pressed Cmd C in the logcat window to stop it from running. Then I scrolled all the way to the top and found the error message from Google AdMob with instructions to add the following code to the AndroidManifest.xml file within the <application></application> section...

It also stated that without this the app would crash. So I added my id and now have a running app in the emulator.

LWJGL 3 does not support on-heap (i.e. non-direct) NIO Buffers when talking to a native library like stb_image. Non-direct/on-heap NIO Buffers are those that are wrappers of a Java byte array.
With LWJGL 3 you always need to use off-heap (i.e. direct) NIO Buffers.
See https://docs.oracle.com/javase/7/docs/api/java/nio/ByteBuffer.html#direct for a further explanation of the differences.
So, instead of
IntBuffer.allocate(1)
you should use:
ByteBuffer.allocateDirect(4).asIntBuffer()
Also you should configure the NIO Buffer to use the same endianness as your platform, since otherwise you will read garbage out of the buffer later (the default endianness of all NIO Buffers is network-byte-order i.e. big endian):
ByteBuffer.allocateDirect(4).order(ByteOrder.nativeOrder()).asIntBuffer()
and since the above is quite a mouthfull, LWJGL 3 provides a BufferUtils class with simple wrappers, like:
BufferUtils.createIntBuffer(1)
to achieve the same as above.
And last but not least, doing correct and efficient memory management in LWJGL 3 is more involved, because in this particular case, you'd be better off using a MemoryStack.

I'm trying to use ADB shell input keyevent 1000 to test my custom hardware device in android 10, but it returns 0 in ADB log.
Secondly, I found ADB shell input keyevent 288 returns keycode 288, ADB shell input keyevent 289 returns 0. and the max keycode in original KeyEvent.java is 288.
How could I use ADB shell input keyevent 1000 return 1000 in android 10?

I am a little confused about how does TensorFlow determine whether use
FDH::Define or FDH::Create.
As I know, FDH::Define is an old approch to define a FunctionDef. and I thought that FDH::Define provide less information compared with FDH::Create.

Answer from a colleague:
"FunctionDefs are not yet part of the public API; these are temporary mechanisms for defining functions until we have real API support for them.
One of those two functions is older and mirrors the older FunctionDef format, which has now been deleted.
I didn't delete the function, I just made it produce the new format; but this only works in simple cases. There was too much code using that function to migrate all of them.
But the main point is that this isn't documented well because it is not part of our public API and subject to change."
