Can't find any documentation on the Bixby verbal command to invoke an existing SmartThings automation
I know how to speak a Bixby command to CREATE a SmartThings automation to run at a later time, but not to invoke one that is already created

I expect it should be able to do this. Also, is it possible for Bixby to create an automation that runs everyday, not just ONCE
...update... I found that this can be done by including the phrase "every day" in the command. e.g. :"Hi Bixby, turn off the entry light every day at 7:00AM"

This is a bit high-level solution based question: I have a website, and what I need to do is login->navigate->click category->check whether the specific content has come; every 10 mins.
There are quite a few third-party services, but they only checking the website uptime, which is not what I need.
Currently, I am thinking of silly way: create a selenium UI test, and run it every 10 mins, which seems pretty complex.
Feels like need some tool, so that I can run some extra js on a particular web to test my functionality. Any good solution for this? even some js framework, or even third-party payable service that I can direct make use of?

The best way to do this is :
Create a selenium test - Single main method that does all the steps.
Export it as a runnable jar
Schedule the .jar execution using windows scheduler.
Before scheduling the jar, once just double click the .jar file and see if the steps run smoothly.
Alternately you can try using vbscript (.vbs) file also.
I have sequence of steps that an user does, e.g. logging on the a remote UNIX shell, creation of files/directories, changing permission, Running remote Shell scripts and commands, File deletion, File movements,
Run DB queries and basis the query results perform certain tasks exporting the results to a file or run further shell commands/scripts or DB insert statements etc etc.

What is the best way to automate the above schenerio, Should we go for a Workflow tools like Activiti etc. or is there a better framework/way to achieve the requirements.
My requirement is to work with Open-source, and possibly Java based.

The scenario you describe is certainly possible with a workflow tool like Activiti. Apache Camel or Spring Integration would be another possibility (as all the steps you mention are automatic system tasks).
A workflow framework would be a good option if you need one of these
you want to store the history data for 'audit purposes': who did what/when/how long did it take.
you want to visually model your steps, perhaps to discuss it with business people.

Your description reminds me of a software/account provisioning process.
There are a large number of provisioning tools on the market both Open Source or otherwise (Dell Crowbar is one options).
However, A couple of the comments you made in your response to Joram indicate a more general purpose tool such as Activiti may be an option:

Most provisioning tools dont allow for generic user tasks and dont provide a (good) visual model of the process state.
However, they generally include remote script execution which would need to be cobbled together as a service task if using a BOM tool.
I would certainly expand my research to include provisioning tools as they sound like a better fit, however if you cant find anything that works for you, a BPM platform provides a generic framework to build what you need.
I'm trying to get acquainted with test automation using Microsoft TFS Api.
I've created the program which runs my test set - it uses code similar to one described here, e.g.:

I believe this forces them to start as soon as any of agents can run them, instead of being delayed to certain time. Am I wrong? Anyway, it works all right.
But I was told by my lead that the task should be started each time the new input files are copied to certain folder (on the network I think, or perhaps in TFS).
So I'm searching for a way which allow to trigger tests on some condition - but currently without any luck. Probably I miss proper keywords.
I only found something vaguely related here but it seems they say it is not possible in a proper way.
So are there any facilities in TFS / MTM, any ways or approaches to achieve my goal? Thanks in advance for any hints / links.
You would need to write a system service (or other) that uses the file system watcher. Then when the file changes you can run your code above.
There is no built in feature in TFS to watch a folder for changes.
I am wondering about where to start in building a test framework here.
I create a vb.net application to display the list of projects available. Allow user to select the project, time and date when test needs to get executed.
Once the user decides the time and task, I want my system to schedule a task onto a remote machine where the test execution would happen at the specified time.
I am stuck at point two. any pointers or question is much appreciated.

There's a Windows Task Scheduler and associated API that supports scheduling tasks at specific times. The API is aimed at C++ programmers.
You could use the Task Scheduler Managed Wrapper available on CodePlex for easy interop with VB.Net.
The task to execute could be copied to a network drive so that it is accessible from the remote machine.
For point 2 you'll have to call TestComplete from the command line as per these instructions:

You can also call TestExecute from the command line, it's a cut down version of Test Complete that will run your tests. Your license may or may not include that.
Did you also consider taking a look at Jenkins for scheduling your test runs?
I have a small VB .Net application that, among other things, attempts to substitute system wide typed text by the user(hotstrings concept). To achieve that, I have deployed 'ahk2exe' and 'AutoHotkeySC.bin' with my application and did the following:
When a user assignes a new 'hotstring':
Kill 'hotstring' exe script file if running
Append new hotstring to the script file (if non exist then create a new one)
Convert edited/new script file to exe (using ahk2exe)
Run the newly converted script exe
(somewhere there I also check if the hotstring has been already assigned)
However, I am not totally satisfied with this method for the following two main reasons:
The extra resources deployed with the application.
Lag: The time it takes for the system to kill the process and then restart it takes a minimum of 5 seconds on my fast computer and more on other computers. That amount of time is much more than the time it takes the user to assign the hotstring, minimize/close the window and then test his/her new hotstring. When the user does so initially with no success they will think the process failed. So this method is not very good for user experience.
So, I am looking for a different method or implementation. May be using keyboard hooks? Or maybe adding a .dll library that achieves the same. Are there any resources you know about that might help (free or commercial)? What is the best way to achieve my desired goal?

Implementing what Autohotkey does would be a pretty non trivial task.
But I'm pretty sure that AHK supports an "autoreload" option for scripts
googling "autohotkey auto reload" turned up several pages discussing that very concept. IF that worked, all you'd have to do is update the script file and that's it, AHK should automatically reload the script.
