When I create a new file in IntelliJ IDEA, it gets automatically ignored by Subversion, no matter what, and it is impossible to commit the file. While in Spring Tool Suite all I need to do is right click and select Team>Add to version control in order to commit that new file. I have try several approaches with no success since many options are disabled.

What do you mean by automatically? There is no any automatic rules - file is either configured as ignored, or not. Make sure there is no svn:ignore property set on the folder (probably not since other tools work).
Also, make sure nothing wrong is added to Settings | Version Control | Ignored Files. The description looks like you have the entire project or sources folder added there as ignored
Finally I found a solution: the problem was that a parent directory was being ignored by SVN, so I searched directory by directory starting with the current directory until I found a parent directory that had a configuration to ignore all directories, for this task I used tortoise, just right click and select TortoiseSVN>Properties look for ignored files and delete the directory you want to synchronize, if no you don´t find the directory look for (*).

frontend (TypeScript/Vue code)
I would like that backend is marked as excluded when the project is opened in WebStorm and frontend to be excluded when it is opened in PhpStorm.
This is to ensure that searches/indexing only happen for the files that I would actually edit in that specific IDE.
When I change the excluded directory it seems to automatically apply this to the other IDE as well. Is there some way to keep this setting separate?

It is expected. That's because the project settings are stored in the .idea subfolder. All IDEA-based IDEs use the same .idea settings format. So opening the same folder/project in different IDEs simply makes them use that already-made config (shared between IDEs).
Plus, both PhpStorm and WebStorm use the same module type ID (WEB_MODULE) and can have only 1 module in total in a project. IntelliJ IDEA and some other IDEs (like PyCharm for example) can work with projects that can have more than one module and of different types.

Yes, with the help of a small workaround: you need to store .idea used by another IDE in another place. As simple as that.
The setup and steps:
Lets assume that you have your project in C:\Projects\MyProject.
Make a brand new empty project in another place, e.g. C:\Projects\IDEProjectsStore\MyProject-frontend. It will be used for a frontend.
Go to Settings/Preferences | Directories and remove an existing Content Root (which will be C:\Projects\IDEProjectsStore\MyProject-frontend from the previous step).
Add new Content Root instead -- point to the actual project (C:\Projects\MyProject from step #1)
Save and configure as needed.
What you will have now:
This frontend project will now have its settings stored in C:\Projects\IDEProjectsStore\MyProject-frontend\.idea while another (original project with backend) will have them in C:\Projects\MyProject\.idea.
Projects (project-specific IDE settings) are stored in 2 separate places while they both use the same folder with the code.
Basically: a project in the IDE's eyes is an .idea folder with a parent folder added as a Content Root by default. Our workaround keeps the second project in a different folder while sharing the same Content Root between them.

Why do you need two IDEs for this?
In case if you do not know: PhpStorm = WebStorm + PHP + Database. You do not really need WebStorm here. Just install any missing plugins that come bundled with WebStorm.
I assumed that if I have my VCS set up with Git and listed files within the "ignored files" settings, then IntelliJ Idea is automatically creating a .gitignore file. This doesn't appear to be the case.
My project has a .gitignore file and it does not match the settings within "Ignored Files". I suspect this is a failure on my part to understand what this IntelliJ setting is.
So Ignored Files has nothing to do with my gitignore file?
Right: The "Ignore" feature of IDEA is separate from the specific version control ignore feature.
The IDEA help at https://www.jetbrains.com/help/idea/2016.2/configuring-ignored-files.html says
If the version control system that you are using has its own ignore facilities, use the corresponding native command provided by the version control integration.
Unfortunately the git plugin currently does not have specific commands to deal with .gitignore files.

I would like to have IntelliJ use another location for all of my project files. Currently, it goes to c:\users\ as a default project location.
I want to change that to c:\git.
I tried to change the "Start in" link properties, to no avail.
I don't want to force all of the configuration (ie: the .IdeaIC15 folder) to be relocated, I just want it to go to c:\git when I click "Open project".
To change the directory where project files are located to C:\git:
Select Help->Edit Custom VM Options...
Add the following line to the end of the file that comes up in the editor (*):
-Duser.home=C:\git
Restart IntelliJ.
(*) The file that comes up in the editor will either be idea64.exe.vmoptions or idea.exe.vmoptions.
Notes:
This will update/create a .vmoptions file in your config directory. It does not modify the vmoptions file in your install directory.
The above steps do not change the default directory that is used
when cloning git repositories. This is the directory that is used in
the File->New->Project from Version Control->Git window. You
still need to set that directory to C:\git and clone one remote repo
into C:\git. Once you have done that IntelliJ remembers the directory and

I have many different versions of my app. Each one is a separate IntelliJ project. Every time I open a new one, the list of configurations starts blank:
The annoying thing about this is I deploy to 1 VM and I have to copy and paste the debug configurations each time I want to test a different version. IntelliJ makes this dialog modal per IntelliJ Instance, so I can't copy and paste the fields between Project Instances.
I end up taking a screenshot of one configuration and copying the fields by hand into the other project. It's a pretty primitive solution. Is there a more convenient way to get a run configuration from one project to another?

Can I share settings for IntelliJ Idea across different projects? may have the answer to this, but the question is different. It's about window layout. Therefore I don't consider it a duplicate.
The best way to do this is to click the "share" checkmark next to Name field when you edit/create the configuration. You can get to this Dialog with Run > Edit Configurations.
The share check-mark pulls the setting out of your workspace.xml and instead puts it in the directory .idea\runConfigurations. This is designed so you can share the setting with others.
You could copy this file and put it in the same location in all your idea projects.
However, in the future, you might want to consider using source control branches for app versions rather than separate projects. IntelliJ handles these very well.
UPDATE (June 2021):
IntelliJ now puts this in the .run folder as its own file, no longer in .idea/runConfigurations.
Run configurations are stored in .idea/workspace.xml by default. First alternative is to share this file but it is not feasible because you also share a lot of unnecessary configurations.
As already said, the first step is to check "share" option to separate run configurations from workspace.xml.
After that, I recommend adding runConfigurations to source control. But the main problem is, probably you have already marked .idea folder as ignored.
You can unignore the folder by configuring your source control system. For example, if you are using git, you can change .gitignore file as follows:
.idea/*
!/.idea/runConfigurations
don't forget adding * after .idea/
As the last step, add your run configurations to source control and enjoy your shared configurations!

now copy this file from
PROJECT_ROOT_DIRECTORY/.idea/runConfigurations/ConfigurationName.xml
to your NEW_PROJECT_ROOT_DIRECTORY/.idea/runConfigurations at the same place and it is available now to your run configuration
You should copy the folder
~/your-old-project/.idea/runConfigurations
to
~/your-new-project/.idea/
That's the folder that contains the run configurations.
An update for this question with the new IntelliJ updates:
Now you can "Store as project file" which will create a folder named ".run" and export your setting to that folder. In the example below, I did it for all my test settings. This removes the requirement of editing .gitignore since files are now not outside of ./idea
This is not exactly an answer to your question but it answers a question similar to your question and one that I had, and I'm assuming others might as well.
That is, How to save unit and instrumentation test run configurations? I usually right-click on the test directory which brings up a menu with the option to Run whatever is in that directory. AndroidStudio then creates a run configuration on the fly and in the Run Configuration drop-down menu a new option will appear, "Save new configuration?" or something similar.
Clicking that option brings up the Run Configuration menu and at that point I check the Share box as many others have already mentioned. This then will prompt the version control system to ask me if I want to add this new run configuration file. If you haven't registered your version control system you can find the new files under .idea/runConfigurations.
I have a problem using Intellij Idea.
I am absolutely unable to load text file as InputStream - it doesnt matter where do I put the file (main/java, main/resources...) it just can't find the file - in Eclipse everything works just fine.
I tried setings->compiler->resource patterns and added ?*.txt but that doesn't seem to work either.
Any help is appreciated.
If you load it as a File, make sure that Working Directory is properly set in IDEA Run/Debug Configuration, since it's the default directory where Java will look for a file when you try to access it like new File("file.txt"). Working directory should be set to the directory of your project containing .txt files.
If you load files as a classpath resource, then they should reside somewhere under Source root and will be copied to the classpath according to Settings | Compiler | Resource Patterns.
If you can't get it working, upload your project somewhere including IDEA project files so that we can point to your mistake.
Look at the image, notice that the txt files are in the project root, and not the source folders (in blue).
If you open the Project Structure dialog, and click on Modules and select your module - are the correct folders marked as Source Folders on the sources tab?

Also, if you print out the absolute path of that file you are trying to read, is that anywhere near where you expect it to be?
An easy way to figure out the same would be to try creating a file in the same fashion and see where it gets created in your project. You can put your input file at the same location and it should work just fine (if it doesn't, you should check your resource pattern which might be causing the file to be not copied over in the build output).
This method actually gives you the working directory of your intellij settings which is pointed out in the accepted answer. Just sharing as I had similar trouble and I figured out this way. :)
