Is it possible to upgrade and migrate TFS 2013 with SQL server 2016 to TFS 2017 - sql-server-2016

We upgraded SQL 2012 to 2016 recently and now we are upgrading our TFS 2013 to TFS 2017. Due to the requirements of TFS 2013 indicating that TFS 2013 update 2 is compatible only with SQL server 2012 SP 1 or SQL server 2014 according to docs.
My question is:
Will I be able to update TFS 2013 directly to TFS 2017 if I have SQL 2016 already installed or do I have to climb the updated ladder with these two possible options:
A
TFS 2013 and downgrade to SQL Server 2012 (SP1)
TFS 2013 Update 2 with SQL Server 2014
TFS 2017 with SQL Server 2014
TFS 2017 Update 1 with SQL Server 2016
B
TFS 2013 and downgrade to SQL Server 2012 (SP1)
TFS 2015 Update 3 with SQL Server 2012 (SP1)
TFS 2017 with SQL Server 2016
TFS 2017 Update 1 with SQL Server 2016
If I have to climb the updated ladder which option would involve the least risk.

Technically, you can upgrade TFS 2013 directly to TFS 2017. Since you have upgraded your SQL Server, you can install TFS 2017 and run the Team Foundation Server Configuration Wizard, select "I have existing databases to use for this Team Foundation Server deployment" option and "Production Upgrade" option during configuration. It seems you're upgrading in place (not moving to new hardware), usually, we suggest do a dry run of your upgrade in a pre-production environment. Here is a helpful blog you can refer to:

How do I select to publish to SQL Server 2016, in Visual Studio?

DB Comparer Index was outside the bounds of the array

I am using the SQL server 2017 standard version. At the same, I am using db comparer for comparing databases..
When I click on the database name in db comparer tool,

Install SSMS2014. Do it by click download on Microsoft® SQL Server® 2014 Express, then scroll down to the bottom and install SQL Server 2014 Management Studio. Then suddenly DBComparer started working again.

which SSDT for VS 2017 when I have SQL Server 2016 DE

I have VS 2017 CE, SQL Server 2016 DE and Microsoft SQL Server Management Studio 13.0.16106.4. About VS is showing Microsoft SQL Server Data Tools as installed.
I would like to install SSDT so that I can do the SSRS/SSIS and SSAS but I don't know which one to install, it's giving few options from here

From the same website
It then advises "To use SQL Server Data Tools in Visual Studio 2017 see this section below". When I go to the link provided it takes me to visualstudio.com website. It's not apparent to me what I need to download from there, is it the Community Edition?

For Visual Studio 2017, there is not yet a stand alone install of SSIS|AS|RS. However, there are VSIX installs available for RS and AS. See links below.
SSIS is working on creating a standalone install as well as a VSIX package.

Cannot install SQL Server 2008 : Previous release of VS 2008 error

I had Visual Studio 2008 Professional Edition installed in my computer. When i installed this VS 2008 version, SQL Server 2005 was also automatically installed. I just had to install SQL Management Studio
Because i want to install SQL Server 2008. I un-installed SQL Server 2005 and tried to install SQL Server 2008. But in the "Installation Rules" section in the installing setup, it prompts a message saying "Previous Release of VS 2008 Failed" (see the image below)
When I google it, i came to Microsoft Support where they say the VS Version i have must be Service Pack 1 and must be a release version (not beta version). Now I'm confused with it.

Yes you can work with SQL 2005 with both of those to the best of my knowledge.
You can try uninstalling all instances of visual studio and then installing sql 2008 but that would be a last resort i would think. Trying the vs2008 express service packs would be my first step.
