Basically my Question is how can I create a Web Pages which will work something like this :
When a user will click on call button then that call will be directly transferred to IP Phone.

It sounds like you are looking for Twilio Client, which allows you to make phone calls from a web browser. I recommend you take a look at the quickstart tutorial for Twilio Client to see how it works.

I am building a React Native application for calling using RingCentral APIs.First of all I tried using the webphone RTC via web browser: https://github.com/ringcentral/ringcentral-web-phone. It works perfectly fine in web browsers. But the thing I need is to call via react-native application I am building.
I tried calling via RingCentral using 'ring out call' POST API and 'call control- make callout' post api(beta version).But the problem i am facing is when i integrate these apis to react-native applications : To have a two way communication I need to be online in the web phone .Then when i call from react native it goes to the web phone first.And then when I dial 'answer' it redirects to the number i want to call to.Then only I can have a two-way communication.
So, what do I do if I want to directly call via react-native application to the recipient directly?
P.s. If I am not online in the web phone from browser the call automatically goes to the voicemail.

I guessed that you want to implement a functional phone using react native where you want to use the RingCentral WebRTC SDK to handle incoming and outgoing phone calls.
First of all, please mind the browser compatibility supported by the WebPhone SDK. Secondly, it is not trivial and I cannot support you on the react-native part. However, RingCentral provides an easy way to embed a RingCentral embeddable phone to any webpage and that app is an open source project. You can use the embeddable as such or clone the project and learn from the code or modify it to meet your requirements.

I have been researching for many days on how to send sms using Twilio in React-Native. I haven't found a single example that works! I thought this should be simple but apparently not.

While not ReactNative, I wrote a post about how to send SMS messages in React. The idea for ReactNative will be the same though. You don't want to make requests to the Twilio API directly from your application, you'd need to store your credentials in the app somehow and a malicious user could decompile it and abuse your account.
Instead you want to build a server application that sends the messages and make requests to that from your ReactNative application.

I am trying to authenticate a user inside a desktop application using the web api. I am not using a browser, I am using straight up GET and PUSH calls to the endpoints of the Spotify servers. Immediately I ran into some problems. It appears that upon the initial GET command to "accounts.spotify.com", the returned response includes HTML with a javascript function that runs and is responsible for dynamically generating HTML that you see on the initial login page. If you look at the Javascript function, it is clear that this is what is going on, however, you can also see this code is obfuscated and not meant to be used by us, the developers! So my question is, while I can probably reverse engineer the code to get this working, would this be against the Spotify developer TOS?

Spotify's authentication happens through oauth, and a big part of user authentication as per the oauth rfc is where the user delegates permissions to your app to carry out API calls that affect their account, or return information about them. That's the web page you're seeing - it must be presented to your users so that they can delegate permissions so that Spotify can give your app an access token. It doesn't necessarily need to happen in a browser - it can happen in a web view inside your desktop application - but it does need to be loaded over https, and your application must not alter or reverse engineer the Spotify permissions delegations page.
As you correctly guessed, reverse engineering any Spotify APIs is against terms of service.

By the way you can use the sharing uri to share text messages who have whats appp installed in their device or web chat option for whatsapp

I'm using Microsoft Bot emulator to test or debug the chat API developed via Bot framework.
Now, i'm going to host the service in my IIS server, but i would like to know how to write client application to this?. We cant use emulator in realtime, we need to provide user a chat window & enter button.
I'm not getting any example projects on how to create chat window for bot API. Is there a way to do it?

When you are done with this process, there are plenty of channels (Facebook,Skype, etc.) to use in order to talk to your bot. One of them is a simple web client.
