We receive this error only on production server, but not always, sometimes it works.
It works always on development and test servers. On production server is a lot traffic and the returning data could be greater than on other services.

I have a problem in getting transport security to work.
I have 2 services (A & B) running in the same server. service A will call service B to perform some task. Without any security, I can communicate just fine. But when I turn on transport security with the following settings:

I tried changing the receive and send timeout to 5 mins but I still get the same error with roughly the same timeout duration. The only difference is I need to wait out the 5 minutes instead of 1 minute.

I had that same error and it was caused by the service credentials being wrong or missing. Since you're using tcp binding first create the binding and set the security properly:

Make sure to set the username and password after creating the client:

Don't do anything else to the client after that. I've seen weird behavior like setting reader quotas programmatically after assigning the credentials, and the credentials get wiped out.
I managed to solve this problem by doing the following in the server where the net.tcp web service was hosted:
Restart NET TCP port sharing service from services.msc
Open command prompt as administrator and run the IIS Reset
I've created extension method for this.
One for NetTcpBinding and one for NetNamedPipeBinding. Only to be used on internal services of course. Timings too as when a default service is not used during the night it will fail on the first call in the morning.

How do I resolve this exception?
I think the problem is your user name and password. With default configuration user name and password is validated as windows account. If you want other validation you must either use membership provider or custom user name password validator.
Since the error message is rather obscure, thought I would put it out there as another possible solution.
My environment uses Single Sign On (or STS if you prefer) to authenticate a user through ASP.NET MVC site. MVC site in turn makes a service call to my service endpoint by passing bearer token which it requested from STS server with Bootstrap token previously. The error I got was when I made a service call from MVC site.
In my case, this is caused by my Service's configuration as stated below. Particularly audienceUris node, it must exactly match the service endpoint:

When you look in the svclog file, there two base addresses that are returned when SSL is enabled, one for http and one for https. I suspect that this is part of the issue but I am not sure how to resolve it.

I can't post the full service log due to character limits on the post.
It figures after spending hours on this I resolve the issue shortly after posting.
It appears that the issue is related to using WebScriptServiceHostFactory. Instead I created a service entry with a kind attribute and now it works.
Here is the corrected configuration
