DOTNET_REFERENCE_ASSEMBLIES_PATH DotNet1012 - asp.net-core

I am very new to ASP.NET and I am trying to run an ASP.NET Core app on my Kestrel server. After running dotnet restore, then dotnet run, I am receiving this error:-
The current project is not valid because of the following errors:-
dir/project.json(35, 15): error DOTNET1012: The reference assemblies directory was not specified. You can set the location using the DOTNET_REFERENCE_ASSEMBLIES_PATH environment variable.

Issue with referencing the .Net core class library project in Asp.Net core project

I am referencing a .Net core class library project in my asp.net core application. The reference in the web application fails.Could somebody tell me what the problems is. I am posting both of my Project.jsons files. The entry "CustomerOrder.Data": "1.0.0-*" in asp.net json file is the reference of the class library project

This has been resolved now. I had applied "win10-x64" to the following framework section and it worked.

asp.net core "framework-dependent deployment" with dotnet framework

As I noticed here we have two type of deployments: "Framework-dependent deployment" and "Self-contained deployment".
But it didn't describe how to get "Framework-dependent deployment" on net451.
How I can get "Framework-dependent deployment" on net451?

The short answer: you already have it.
Targeting net451, you setup the target framework as .NET Framework 4.5.1, and it must be installed on target machine using the .NET Framework redistributable (Dotnetfx.exe) before installing your application. In other words .NET Framework application is always framework-dependent.
On the other side, Self-contained deployments (SCD) relates only to .NET Core Framework, and allows to deploy framework together with app:
For a self-contained deployment, you deploy not only your app and any third-party dependencies, but the version of .NET Core that you build your app with.

Can not find assembly file Microsoft.DotNet.Cli.Utils.dll error on .net core publish

I can run the project locally in IISExpress successfully. However when I try to publish the project to an IIS Server this is the error message I'm receiving.
Error: Can not find assembly file Microsoft.DotNet.Cli.Utils.dll ...
Can anyone point me in the right direction for a solution?

Have you looked at the version in the file global.json ?
I went in version "1.0.0-preview 2-003121" and that to correct the problem for me.
I have resolved my problem by the workaround found in this post. Looks like it was a problem with Entity Framework and working with the correct version that is compatible with .netcore1.
Work Around Solution

Can not reference classes from asp.net core 4.6.2 project from within 4.6.2 class library

I have created a asp.net core (windows) project with asp.net identity targeting .NET 4.62.
Then I created a class library (windows) project targeting .NET 4.62.
To the class library I added the nuget:
mstest.testframework
dotnet-test-mstest
I referenced the asp.net core mvc application from the class library.
That worked without error but I can not reference any class from that asp.net core web project? The namespaces are not found.
What do I wrong?

I'm having some errors like this:
Package Microsoft.DotNet.Cli.Utils 1.0.0-preview2-003121 is not
compatible with netcoreapp1.0 (.NETCoreApp,Version=v1.0). Package
Microsoft.DotNet.Cli.Utils 1.0.0-preview2-003121 supports:
- net451 (.NETFramework,Version=v4.5.1)
- netstandard1.6 (.NETStandard,Version=v1.6)
