I have a web page which works fine on live server. However some links to files (jpg, pdf and others) which are created with cms editor contain relative paths.
When I run that page on my local test server which serves the pages out of a sub folder of localhost the relative paths to the files are wrong since they are missing the subfolder at the beginning. The html page loads fine. It's just some files in it that have wrong path and won't load.
page loads from http://localhost/level1/
files are trying to load from http://localhost/level2/ and I get 404s.
They should be loading from http://localhost/level1/level2/
So I setup a RewriteRule to correct the path but no matter what I have tried I can't get it to work. I have tried various flags including [R,L] but nothing changes the URI in the html.
currently I have:
RewriteRule ^/level2/(.*)$ /level1/level2/$1 [R]
Any suggestions?

Sounds like those links are not relative paths but absolute ones (starting with a leading slash (/). That is why the issue occurs at all. Relative paths make much more sense.
This would be the version to be used inside your http servers host configuration:
RewriteEngine on
RewriteRule ^/level2/(.*)$ /level1/level2/$1 [L,QSA]
Here the version for .htaccess style files (note the missing leading slash):
RewriteEngine on
RewriteRule ^level2/(.*)$ /level1/level2/$1 [L,QSA]
You could use a version that can be used in both situations:
RewriteEngine on
RewriteRule ^/?level2/(.*)$ /level1/level2/$1 [L,QSA]
Note however that in general one should always prefer to place such rules inside the http servers host configurations. .htaccess style files are notoriously error prone, hard to debug and they really slow down the server, often for nothing. .htaccess style files only offer a last option for those who are using a really cheap web hosting provider. Or for situations where a web application has to write its own rewrite rules, which obviously is a security nightmare on its own...

your issue is that a RewriteRule does not operate on URLs, but on paths. So you need something like that instead:
RewriteEngine on
RewriteRule ^/?$ /some_url/ [R=301,L,NC,QSD]
From your question it is not clear if you want to ignore any GET parameters or if you only want to redirect if certain parameters are set. So here is a variant that will only get applied if some parameter is actually set in the request:
RewriteEngine on
RewriteCond %{QUERY_STRING} (?:^|&)cat=123(?:&|$)
RewriteRule ^/?$ /some_url/ [R=301,L,NC,QSD]
Another thing that does not really get clear is if you want all URLs below http://www.example.com/ (so below the path /) to be rewritten, or only that exact URL. If you want to keep any potential further path component of a request and still rewrite (for example http://www.example.com/foo => http://www.example.com/some_url/foo), then you need to add a capture in your regular expression and reuse the captured path components:
RewriteEngine on
RewriteRule ^/?(.*)$ /some_url/$1 [R=301,L,NC,QSD]
For either of this to work you need to have the interpretation of .htaccess style files enabled by means of the AllowOverride command. See the official documentation of the rewriting module for details. And you have to take care that that -htaccess style file is actually readable by the http server process and that it is located right inside the http hosts DOCUMENT_ROOT folder in the local file system.
And a general hint: you should always prefer to place such rules inside the http servers host configuration instead of using .htaccess style files. Those files are notoriously error prone, hard to debug and they really slow down the server. They are only provided as a last option for situations where you do not have control over the host configuration (read: really cheap hosting service providers) or if you have an application that relies on writing its own rewrite rules (which is an obvious security nightmare).
My application is in a subdirectory of the main web site. I have implemented basename and browserHistory and put the following recommended apache rewrite code into .htaccess in the app folder:

This recommended apache rewrite works to return browserHistory URLs to the application index.html. For some reason (see below), it does not find the "style.css" and "brundle.js" that are EMBEDDED in the index page HTML. The only thing that I can see that I have different in the example .htaccess file is that I have a RewriteBase value of "/react_librivox_search" because my application is in that subfolder of the site.
RewriteBase /react_librivox_search
I have tested using various different beginning and ending slashes for paths and files in .htaccess, and the problem is not that.
The problem seems to be that the react application is setting a GET value for the files that includes a part of the PATH variable that is supposedly only a part of the react-router definition:
<Route path="/book/:id" component={BookDataDisplay}/>
Note that the additional path segment "/book/" is being appended to the base URL, and when files are not found in THAT directory (which does not really exist), the server returns "index.html" for the missing files, which accounts for the mime-type error for the librivox_search.css file and the "<" error for the bundle.js file.
The stylesheet http://jstest.dd:8083/react_librivox_search/book/librivox_search.css was not loaded because its MIME type, “text/html”, is not “text/css”. librivox_search.css (embedded in index.html)
SyntaxError: expected expression, got '<' bundle.js (embedded in index.html)
The same unexpected addition of "book" to the URL is at work here as well. Neither of the embedded index.html files is in that subdirectory. But I want to maintain that "book" in the path, since it identifies what KIND of data is being passed to the route . . . which distinquishes it from other kinds of data. I just do not want to have it sent to the SERVER (but perhaps that cannot be avoided), since the actual index.html embedded files are not there.
I suppose rewriting "/react_librivox_search/book" as "/react_librivxo_search" might work, but it seems to be a hacky way to go about it. And I don't want to have to put duplicate bundle.js files in multiple directories (that works, but
what a maintenance nightmare THAT would be, and no doubt bad practice).
Or is it recommended to put a separate .htaccess in a REAL "book" subfolder that returns "librivox_search.css" and "bundle.js" (in the base directory) depending on the file request?
I believe this is an Apache .htaccess issue, and yet, maybe not. Maybe I am looking at the problem from the wrong angle, and thus can't find the proper solution.
I am building a web app + hybrid mobile app. I would like to share the exact same code base, without having to tweak anything manually to deploy my app to Android or iOS, otherwise, the process of deploying will be hacky and painful. What I want is to take the web app repository, shove it into Cordova's box (you dirty man ;), and it would deploy it successfully.
Now, one issue is that Cordova requires relative paths to work properly. For example, this is how I include my require.js file :

This works fine on the hybrid app. This works fine also on most of the web app's URLs, those with the following scheme :
domain.com/view_name
However, this is what happens when I load the app from a view that receives URI parameters :

The relative paths are not resolved properly anymore. I get 404 error due to unproper paths. For instance, this is how is resolved the require.js file above :
http://domain.com/view_name/library/js/libs/require.js
The view_name bit is the wrong part. It should not be there. Without it, the file would be found successfully.

It is not caused by your rewrite rule, it is due to your use of relative paths.
You can add this just below <head> section of your page's HTML:
<base href="/" />
so that every relative URL is resolved from that base URL and not from the current page's URL.

I would like old urls http://domain.com/long/rubbish/url/blah/blah/index.cfm?id=12345
to redirect to http://domain.com/area/12345-short-title
http://domain.com/area/12345-short-title should display the content.
I have worked out so far to do this I could use apache to write all URLs to
http://domain.com/index.cfm/long/rubbish/url/blah/blah/index.cfm?id=12345
and
http://domain.com/index.cfm/area/12345-short-title
The index.cfm will either server the content or apply a permanent redirect, but it will need to get the title and area information from the database first.
There are 50,000 pages on this website. I also have other ideas for subdomain redirects, and permanent subdomains and controlling how they act through the index.cfm.
Infrastructure are keen to do as much through Apache rewrite as possible, we suspect it would be faster. However I'm not sure we have that choice if we need to get the area and title information for each page.
Has anyone got some experience with this that can provide input?

Something to note, I'm assuming we'll have to keep all the internal URLs used on the website in the old format. It would be a mega job to change them all.
This means all internal URLs will have to use a permanent redirect every time.
Rather than redirecting both groups of URLs to the same script, why not simply send them to two distinct scripts?
Simply like this:
RewriteCond ${REQUEST_URI} !-f
RewriteRule ^\w+/\d+-[\w-]+$ /content.cfm/$0 [L]
RewriteCond ${REQUEST_URI} !-f
RewriteRule ^.* /redirect.cfm/$0 [L,QSA]
Then, the redirect.cfm can lookup the replacement URL and do the 301 redirect, whilst content.cfm simply serves the content.
(You haven't specified how your CF is setup; you may need to update the Jrun/Tomcat/other config to support /content.cfm/* and /redirect.cfm/* - it'll be done the same as it's done for index.cfm)
For performance reasons, you still want to avoid the database hits for redirecting if you can, and you can do that by generating rewrite rules for each page that performs the 301 redirect on the Apache side. This can be as simple as appending a line to the .htaccess file, like so:

<cffile action="append" file="./.htaccess" output=#NewLine# />
(Where OldUrl and NewUrl have been looked-up from the database.)
You might also want to investigate using mod_alias redirect instead of mod_rewrite RewriteRule, where the syntax would be Redirect permanent #OldUrl# #NewUrl# - since the OldUrl is an exact path match it would likely be faster.
Note that these rules will need to be checked before the above redirect.cfm redirect is done - if they are in the same .htaccess you can't simply do an append, but if they are in the site's general Apache config files then the .htaccess rules will be checked first.
Also, as per Sharon's comment, you should verify if your Apache will handle 50k rules - whilst I've seen it reported that "thousands" of regex-based Apache rewrites are perfectly fine, there may well be some limit (or at least the need to split across multiple files).
Using apache rewrites would only be faster if they were static rewrites, or if they all followed some rule that you could write in regex within the .htaccess file. If you're having to touch the database for these redirects, then it may not make sense to do it in .htaccess.
Another approach is the one used by most CMSs for handling virtual directories and redirects. An index.cfm file at the root of the site handles all incoming requests and returns the correct pages and pathing. MURA CMS uses this approach (as well as Joomla and most of the others.)
Basically you're using the CGI.path_info variable on an incoming request, searching for it in your DB, and doing a redirect to the new path. As usual, Ben Nadel has a good write-up of how to use this approach: Ben Nadel: Using IIS URL Rewriting And CGI.PATH_INFO With IIS MOD-Rewrite
You can, however, use the .htaccess to remove the "index.cfm" from the url string entirely if you want by redirecting all incoming requests to the root URL with something that looks like this in your .htaccess:

Basically this would redirect something like http://www.yourdomain.com/your-new-url/ to http://www.yourdomain.com/index.cfm/your-new-url/ where it could be processed as described by the blog post above. The user would never see the index.cfm.
I have the following situation:
On my webserver I have an instance of websvn running, where specific repositories and revisions can be accessed by a URL like

Somehow, out there in the wild, a wrong URL is being used to access this
http://www.myhost.com/listing.php/?repname=repository1&path=%2Ftrunk%2Fbackend
(Notice the slash after listing.php)
Now, although the URL works and websvn still shows the webpage, images and stylesheets do not get loaded correctly, since they are referenced relative.
I tried to add an .htaccess file to the webroot to redirect people accessing the file as directory to the correct URL.
I have tried multiple variations and ended up with this file:

RewriteRule ^/listing.php/ listing.php [R=301,QSA]
But, since I am writing here, you already guessed it: It doesn't work.

Perhaps among other things, a RewriteRule within .htaccess that starts with “^/” will never match anything at all. (Examples that include a leading slash are for the global configuration file.) Remove the leading forward slash and see if that helps.
Also, I recommend changing the 301 to a 307 until you get it working. Otherwise, your browser will cache the 301 result, redirecting on subsequent references without consulting your server at all and likely giving you very confusing results.
