I would like to develop a plugin/addon for Skype (desktop client), with the following requirements:
When the plugin/addon is installed, one gets a new menu option in Skype
Choosing this option shows a new window with text boxes, labels, checkboxes which allow setup
based on the setup, a graphical overlay is created, and laid over the Skype video (being sent from host machine over the Internet to the recipients)
Ultimately, the effect of the video overlay would be similar to what is advertised here: http://blogs.skype.com/2015/10/28/add-fun-filters-to-your-skype-video-messages-in-the-latest-skype-for-android-iphone-and-ipad/
Note that I do not want to develop a third party application that uses Skype - I'd want to develop a plugin/addon, which will "live" inside the Skype application.
I have found some resources, but I am having difficulties seeing what is still supported:
Implementation of Skype API (2009) has an example of a third party app using a Skype API via Skype4COM wrapper; but:

write a skype plugin for this requirements (2012) - unclear which, if any, of the approaches noted there, is applicable to my requirements above
https://www.skype.com/en/developer/ - it offers me "Build a bot" (not sure if applicable to my task), Skype buttons and Skype URIs (definitely not applicable to my task), Skype for Business Skype Web SDK (it's for web applications, so probably not applicable).
So, is there an API that would allow me to do this, and if so, where can I find more resources to research it?
If there isn't such an API, is there an API that I could use to develop a third-party standalone application, that would integrate with Skype so as to achieve the goals of my task (custom video overlay set from a GUI)?

I'm using Google Cloud Messaging and have been working on both the application server side (the server that sends push messages) and the Android side (the smartphone app that receives push messages).
Google used to maintain documentation with some Java code for the application server at this link: http://developer.android.com/google/gcm/server.html
However, that link is now dead. It points to https://developers.google.com/cloud-messaging/ now and does not have any information on implementing the application server, in particular in Java.
Where is the application server documentation now, and where can I find the sample code for it?
Of most importance, I need to know what firewall ports to open on the application server side to connect to Google's servers. There are related StackOverflow messages on GCM ports, but again, they all point to URLs that are now dead.

The old Java server code has been removed, but there is similar and more up to date code in the GCM demo app that is in the git repo now, for example: https://github.com/google/gcm/blob/master/gcm-demo-app/src/main/java/com/google/android/gcm/demo/logic/GcmServerSideSender.java
You should be able to base you server code of this, or extract it into your server.

I want to develop an application which allows users to also communicate over the Tor network. I have done some Googling but I can't seem to find an API or SDK. How does one develop a Tor application? Are there any libraries out there?
EDIT: I see there are no libraries or API's available to use Tor. What would I need to know in order to write this Tor application?

To my knowledge Tor does not have an actual API or SDK.
Tor does come with a SOCKS interface though. So the simplest way of making an app work over the Tor network is to use a SOCKS proxy with the default Tor installation on a user's computer.

Looking at http://tokbox.com/ and around the web seems to indicate that Opentok is open source. However, I am unable to find a proper license that describes this in any detail. While I have found the Server SDK's in the documentation, I can't determine if I am allowed to use it to host my own Opentok servers or how I might go about doing so.

My name is Byrne, I am a Product Manager at TokBox. OpenTok is a WebRTC platform in the cloud. The platform is open to developers, but the software that powers the service is not open source. We, along with our community of developers, produce and support a number of server SDKs and WebRTC client libraries that enable a variety of different integration scenarios with our service. Not all of these libraries and SDKs are open source, so all developers are encouraged to check licenses before bundling and redistributing our software.
Let me clarify one point about the Server SDKs though. The server SDKs do not enable to host your own instance of our service. Our Server SDKs allow you to more easily communicate with our API to increase security of your application, and to enable you to get greater visibility into and control over chat sessions taking place across our network.

I want to get the information of antivirus product installed on my Mac-machine. I'm developing an app which will show all system information, and I'm able to get system basic info, but not able to the get the security details, like what all antivirus/antispyware products installed in that machine.
I'm developing my app using Obj-C, and trying to get the api in that only. I want to call that api on demand, so it could directly embedded within the app or can execute externally as well. If I could get that command also then I could use that.
Does anyone know what API I should be calling please?

Does DNS server software exist with a built-in authenticated REST API for managing records?
Alternatively, is there a layer on top of any existing DNS software to manage DNS records?
You might try Openstack Designate. It's a REST API that runs on top of a standard dns nameserver.

callsign is a mini DNS server written in Python that supplies a REST API. In order to authenticate your requests you can use iptables to restrict access to specific IP addresses.
If you 'd like something different for authentication, you can write your own API over either its command-line interface or its internal Python API by importing the package. It is licensed under the Apache license, so its quite permissive on what you can do with your code that uses it.
There's no DNS server software I know of with a built-in REST API.
The options I know of are:
use standard dynamic updates
use the IETF "Name Server Control Protocol", once it's finished and clients available (e.g. DNSCCM)
It wouldn't be hard to write a quick set of RESTful scripts that can produce dynamic update messages - I've seen it done using Net::DNS for Perl.
