Obligation not executed XACML Balana - xacml

I'm trying to run this simple PDP : I enter an XML as argument and print the response.
The response is correct but i see no interpretation/execution of the obligation part.
What am i doin wrong ?

How do I get permit with XACML policy?

I have two policies, first one should return permit, and the second should return deny, but it always returns deny to the requests.

Basic Issues
You had several mistakes:
Your XPath expressions uses a prefix ak: (Path="//ak:signedByAllChairs/text()") but the XPath doesn't contain the definition for ak:
The AttributeSelector is marked as a boolean but text() in XPath returns a string, not a boolean. You need to change to string.
The XML snippet part of the XACML request <Content/> does not actually use the ak: prefix. It does define a namespace with that prefix but never uses it.

Simulating the policy
I simulated your policy and did not get a Permit back. I get Indeterminate. Here is the evaluation trace. There must be something wrong in WSO2 IS or you forgot to deploy the new policy.
Now, if I clean up the XML you send to have exactly this:

WSO2 Identity Server XACML Request results in Indeterminate/Couldn't find AttributeDesignator attribute if more than one policy enabled

I'm trying to build a policy that would receive from the request a list of attributes and an attribute, check if the single attribute is inside the list and permit based on that. I'm still a newbie, so I might have overlooked something.
What I've come up with is a slightly modified version of XACML type for bags.
When evaluated with the WSO2 TryIt tool by itself, the result is Permit. Same thing happens if this is the only enabled policy on the server. If I enable other policies it responds with Indeterminate/Couldn't find AttributeDesignator attribute.
The same does not happen when I make requests that hit other policies. Other policies returns the expected results, although none include lists.
Why does it do that and how can I mitigate it?

That is weird indeed. If I import the first policy into Axiomatics policy authoring tool (disclaimer: I work for Axiomatics) and use the simulation feature, I get the results as expected.
The simulation shows that the evaluation follows the path as shown:
I am not sure why you are seeing the behaviour you described, at your side. One thing I am not sure of is what you meant when you said "If I enable other policies" Do you reference this second policy from within the first?

XACML Policy and Request

I tested the policy and the request you sent in the Axiomatics Policy Server (disclaimer: I work for Axiomatics). The answer should in fact be Deny. Both rules triggered. You combined the rules inside a policy with a deny-overrides combining algorithm which means that Deny wins over Permit.
You can see below a screenshot of the policy simulation in APS which shows both rules being triggered and the second rule winning over the first one.
If you are interested in understanding combining algorithms better, here's the "truth table" for deny-overrides:
As you are getting "Not Applicable" it seems that your policy is either not enabled in WSO2 IS or not promoted to PDP for testing. Just check if the policy is enabled and promoted to PDP for test. You may also test the policy without promoting to PDP but in both the cases it should be in enabled mode.
I tried your policy in WSo2 IS 4.0.0 and its giving "Deny". And yes as David mentioned its because your policy combining algorithm is "deny-overrides" which is always getting "Deny" as per your default rule as below:

So either you need to make your policy combining algorithm as "permit-overrides" or drop the last rule.

Send several simultaneous actions in one XACML request

Can we specify two actions in a same XACML request?
This question comes from the following example. I want to do the following:
Define a policy like: U can use READ OR WRITE functions from a resource D (example of policy is available at this previous post
Define a request like: U wants to use READ AND DELETE (or any other not permitted actions)
Get as response: deny

So again the question, can we have such XACML request (i.e. U asks from read and delete at the same time)?
Yes.. you can send two attribute values. But i guess, this would result Permit, as your policy has been written with string-at-least-one-member-of function. This function just verify whether there are at least one match. As read action is matched, Policy returns with Permit. I guess, you can use subset function to achieve this. Please see following policy.. This would work for your requirement.
