Is it possible to implement my own addon and include it within my sap business object reposts Or i have to arrange this with the sap team so that they enbale me to do something like that ?
You have to be registered as a SAP partner in order to register your addOn in SAP(This is also needed to get the necessary library files). Developing an addOn won't be that difficult if you are familiar with c# or VB. If you already have SAP B1 installed check the sample codes provided under the directory C:\Program Files\SAP\SAP Business One SDK\Samples

Yes with the help of SDK library provided by SAP you can integrate.
There are some addons which are by default provided, if it is 3rd party need to approach
SAP/Partner company for further license.
You need to check with SAP team at first. Because add-on is not in support list generally. If you decide to develop any 3rd tool or use API to access data, you have to use SDK provided by SAP BO, check it from official site doc and go on.

I'm trying to confirm all the calls we currently make are supported in Gooddata's java sdk (https://github.com/gooddata/gooddata-java/) before we decide whether to update to use this.
I have confirmed all cases except 2 and am hoping that someone might be able to suggest how I might make these calls in the java SDK today.

As far as I know, you are right and there is no built in support for GoodData domain (also called organisation) user handling (yet). On the other hand using "com.gooddata.sdk.service.httpcomponents" you can easily work with any GoodData API within your code.
In case you wouldn't be tied to strictly to Java - there is possibility to use bit more robust "Ruby SDK" - https://sdk.gooddata.com/gooddata-ruby-doc/docs/getting_started.html which natively contains user management
Another possibility is to shoot feature request directly into the repository (https://github.com/gooddata/gooddata-java/issues) - we will check that up and most likely add the support soon (or at least give you the estimate).
I already know this is not the ideal place to ask this, but it's all I have.

There is no current date for the final version: this will depend on feedback received on the preview version.
As per the license.pdf in the SDK download, the App SDK can be used (without additional cost) to join any Skype for Business meeting that is also attended by a licensed Skype for Business user (via another client).

That's because GCM before was a library, now it's part of the Google Play Services. So to use it you will need to follow this tutorial and download and include the Google Play services on your project using this page

Yes gcm.jar is deprecated. But I didn't find good explanation "why"! GCMRegistrar was good helper class. When you look at its sources you'll find that it's almost the same as example code of (now preferred) GoogleCloudMessaging API. So Google wants everyone to write (or copy) again and again the same code into all projects using GCM? Or shall every developer create his/her own helper class, a GCMRegistrar alike?
On the other hand when I use Google Play Services library, I use a library with a lot of ballast I don't need, I need just GCM, I'm not interested in other services.
Why don't they create a library for each service? GCM, Maps, Ads, Wallet, ... so every developer can include only what he needs.
Google's approach is far from optimization. I want to create as small and fast apps as possible. Google obviously doesn't. :-(

Use GoogleCloudMessaging. comes with GooglePlayServices Library.

I am planning on developing a generic version control API in LabVIEW.
This API should be generic and collable by other tools (LabVIEW IDE, build tools etc.) and give access to different kinds of SCC types (subversion, VCS, Mercurial and GIT) for starters.
My basic question is not how to develop such a tool, but more what functions should be available in this API, or is there some documentation on similar projects in different languages?
Currently I am thinking about the following functions:

Remove file
Lock file
Update file
Get latest revision
Label current revision
Export repository
Push to remote repository
Get specific revision
What basic functionality am I completely missing?
Microsoft SCC API is a good place to start. I used to work on a product that now is a part of Oracle portfolio and we used MS SCC API to integrate with a number of source control systems. At the time signing an NDA was required to get the specs, but now I believe it is published on MSDN.
Microsoft SCC API is just an API specs. Whether the source code control system or its SCC API open source or not is up to its vendor, not Microsoft. There are SCC API implementations available for the open source SCCs, for example Subversion: http://www.pushok.com/soft_svn.php .
