Max WCF message size exception even though it is configured - wcf

I am getting this exception:
The maximum message size quota for incoming messages (65536) has been exceeded. To increase the quota, use the MaxReceivedMessageSize property on the appropriate binding element
My app.config is as follows:

Make sure they both have bindings configure for maximum quotas values.

Even though you've defined bindings with maximum quotas, they won't take effect unless you assign the binding(s) to a specified endpoint - the default values for the binding will be used. Without seeing the other relevant sections of the config file's <system.serviceModel>, you need to either a) assign the binding to a specific endpoint via the bindingConfiguration attribute or b) set it as the default binding (for .NET 4.0 and later).
Since you have 3 bindings defined (all for basicHttpBinding) option b may not be suitable (you can only have one default definition per binding), so option a would look something like this (for the service):
