Convert Xslt 1.0 String to a Number - xslt-1.0

Is necessary for me convert this data:
Longitude 8-55,810 into Longitude 8.93016666
This transformation is obtained :
8 is the integer part and remains untouched;
the second part after '.' is obtained dividend 55,810 by 60
In xslt 1.0 I:

Note:
The main problem with your attempt is this:
<xsl:param name="date" select="substring-before($date-time,'T')"/>
Your input has dates, not date-times, and they do not contain "T".

I am sick of write all the call-template/with-param stuff.
Is there any shortcut for this in example:

In xslt 1.0 I think that preprocessing of xslt stylesheet with another transformation will be the only way (or may be writing some extension functions in language of your processor .

When I run the output as xslt stylesheet it produces expected output.
But I don't have any deeper experience with producing xslt stylesheet by another xslt so I don't know much about possible troubles with this approach.
