It was added as text - without an icon, viz:

Can you suggest a way to fix this issue, or get its root-cause?

Such crashes normally occur with corrupt data in OOo's user directory.

Warning: this will reset the installation to default, e.g. all your customizations are gone.

I was working on a Vuejs project. So this morning when I opened the project it wasn't compiling anymore and it was reporting an error in one of the components. When opening the component, this message appeared in the VSCode editor "The file will not be displayed in the editor because it is either binary, very large or uses an unsupported text encoding." Clicking on open anyway appears a lot of code with strange symbols as shown in the image. When I try to open the file in another editor, the same problem also happens, but the symbols change. I would like to know what might have happened and if there is a way to recover my file?
Looks like your file is corrupt. Restore from a backup, or re-pull from git.
I created a sample react native app. If I open the App.js file to edit the example code, the code gets changed if I save the file in visual studio code:

The editor is formatting the content on save. You can either turn off the auto-formatting on save or figure out what formatter is causing the invalid output format.
To turn off formatting on save, go to preferences and search for editor.formatOnSave which you can then turn off.
If you want to fix the formatter, you'll have to look at the plugins installed and the formatter selected for the file type.
I'm using WiX 3.7 I managed to get WiX Minimal UI to work properly following the instructions from http://wixtoolset.org/documentation/manual/v3/wixui/wixui_dialog_library.html
When I used Arabic Licence file is shown incorrectly (first lines are blank), unless user scrolls the text area in which case the text starts to look as expected.

Open your RTF file in WordPad and save it from there in order to remove the complex RTF content from the file. After saving it, rebuild your MSI.
My current approach is to write a Custom EULA Dialog, but I would prefer to stay with WiX UI Minimal builtin Dialog... Have you experienced this problem? Do you know how to overcome it?
I've created a setup and deployment project for my vb.net application using the Visual Studio 2010 wizard. I also added the eula.rtf file to the setup project and set it to install to the user's application folder. I then added a license agreement UI dialog in the setup project and pointed the licenseFile to eula.rtf. However, when testing the resulting setup.msi, the UI License Agreement dialog appears but no text is displayed inside the box where the eula should appear. I tried re-naming the eula and tried to change the encoding of the file but without success. Am I missing something? What should I do to make it work?

Did you actually create a .rtf in the proper format or did you just rename a text file? You'll need either Wordpad or Microsoft Word to create one. Wordpad is the better choice, it is likelier to create RTF in a format that the rich text box fully supports.
PREFACE: Yes we're moving away from VSS in the next few months.
One of my web projects contains, as one of its files, a PDF. The PDF on our QA site is being pulled from VSS.
A QA tester recently told me he's being prompted for a password when he tries to open it. VSS says the file I have on disk is different than the one it has, so I updated it, but afterwards it's still being shown as different.
So basically VSS is mangling my PDF and the results are so wobbly that Adobe Acrobat Reader is confused and thinks it has a password.
I've tried adding it as Auto-Detect and as Binary. Same results.
Why does my PDF ask for a password after being retrieved from Visual SourceSafe and how can I prevent it?

To be clear, are you adding a version of the file you know is not already corrupted? Even so, there are plenty of other bug fixes on the list above which can cause random file corruption -- try that first.
