I'm using goo.gl to shorten urls. I want to redirect to a goo.gl/xXxX if any characters trail the root domain request otherwise redirect to root domain. nyti.ms does this exactly the way I'm trying to. What does their .htaccess file look like?
nyti.ms/xXxX goes to nytimes.com/2014/02/26/opinion/some-article
nyti.ms/ goes to nytimes.com

I'm trying to redirect requests for our old blog to a new url on a subdomain.
The old url looks like
https://www.website.com/blog-name/post/slug-of-the-title
and it needs to redirect to
https://stage.website.com/blog-name/slug-of-the-title
I'm using this rule in my .htaccess

And I'm getting redirected to the correct page, but my urls have extra segments on the end. Like
https://stage.website.com/blog-name/slug-of-the-title/?/blog-name/post/slug-of-the-title
What am I doing wrong?
With your shown samples, could you please try following. Please clear your browser cache before testing your URLs. Make sure you keep these rules at the top of your .htaccess rules file(in case you have any more rules also in your .htaccess file).

RewriteRule in directory context (which .htaccess is), does never begin with a slash, because the common prefix is stripped from the matched portion first.
Redirect does match strings, not regex'es. The variant that works on a regex is RedirectMatch. Both only work on absolute URL's (the one beginning with a slash).
You either have to do the following:
RewriteRule ^panelname(.*)$ /center$1 [R,L]
or:
RedirectMatch 302 ^/panelname(.*)$ /center$1
Change [R] to [R=301] once you have tested that EVERYTHING works. If you choose the second option, only change 302 to 301 after testing that everything works.
If you want to show /center/index.php to your visitors and keep a redirect from old URL to this URL then you will need one redirect and one rewrite rule (that you already have).

I have example1.com on a shared web host running Apache. It has a directory example1.com/foo. I now want example2.com to serve the same content from example1.com/foo, except at the example2.com root without the intervening directory in the URL. Like example2.com/bar.html should serve the same content as example1.com/foo/bar.html .

This simple rewrite rule takes any request intended for example2.com and inserts the foo/ to point to the content which is in that directory. Problem is this keeps doing an external 301 redirect. I don't want that, I want the browser to stay on example2.com without redirecting while Apache serves up the content from /foo in the filesystem.
Been over the Apache mod_rewrite docs several times, which say how to force a 301 redirect with the [R] flag but don't say how to force it NOT to happen. What am I missing here? It is behaving the same on both my Linux shared host and a local test with Apache on Windows.

I figured this out. The 301 was happening because I had the directory name wrong in the rule. So the result of the rule pointed to a path that didn't exist, which makes Apache try to fallback from the file system redirect to a 301 redirect.
Then I had to fix an infinite loop, since that above rule always adds "foo" to the URL even if it's already present so I'd get foo/foo/foo/foo/... . We need to add it only if it's not already there. Had to do it with this two-step rule, because you can't use wildcards in a capturing group of a negative rule. But this seems to work, adding "foo" when the host is example2.com and the URL does not already contain "foo".

How do i make sure this rule is a 301 re-direct, and if it isnt one already, how can i turn it into one?

as well as Google's Support Articles and existing SO questions, but not having much luck. Note the re-write rule in itself so far has been working fine.
I've also added a CNAME for "www" to "krmmalik.com" in my DNS file. Is that good enough, or do i need to add a specific 301 redirect for that as well?

Try the following:
RewriteRule ^/?$ /me [L,R=permanent]
The R=permanent flag instructs a 301 status redirect (and you can use R=301 if you prefer, but I think that "permanent" is more readable).
Putting a forward-slash at the start of the /me target URL will tell Apache to redirect the user to the directory named "me" at the web server's public root directory. So in your case it should redirect the user to krmmalik.com/me (or www.krmmalik.com/me).
Also, you don't need to wrap the match pattern in parentheses, because you don't need to capture the slash for later use. So ^/?$ will do the job fine.
here is my code:

This will successfully rewrite everything to https (it will "force" https), if I put it in my home directory's .htaccess file. However, what about if I only want my subdirectory of /support to force https? How to rewrite the above code?

If you want to redirect only a subfolder and not a subdomain, that is even easier. To redirect the subfolder /support/ you would use the following code:

RewriteRule ^/support/(.*)$ https://%{HTTP_HOST}/support/$1 [QSA]
I added a QSA flag, which will force any query string that was entered to be appended to the redirect URL. If you don't use query strings in this section of the site, you can remove that flag. Also, if the string as shown doesn't work, you can try removing the leading slash from the RewriteRule and retrying it.
Add the following rule before the %{HTTPS} line:
RewriteCond %{HTTP_HOST} ^support.domain.com$
This will only allow the rule to execute if the visitor is coming from the subdomain. Please note, these rules will likely need to be put in the .htaccess file that is the root for the subdomain, not the main site root folder.
