How do I get SCP and ssh on Cygwin without having to use WinSCP and Putty?
When you run the Cygwin installer again to install new packages, you might notice that searching for "scp" produces no results.
It's actually part of the "openssh" package.
Whenever you want to add new packages to Cygwin you run the setup.exe file again as if installing from scratch. The Cygwin setup can be downloaded here.
then search for the openssh package and install it. (remember you can do this even after having it installed, it'll just add what you need)
Nowadays, you do not need Cygwin to get Windows OpenSSH build.
You can use Win32-OpenSSH, what is Microsoft official build of OpenSSH for Windows. On Windows 10 version 1803 or newer, you already have OpenSSH built-in. On older versions of Windows 10, it can be installed as an optional Windows feature. On older versions of Windows, you can just extract the scp.exe, ssh.exe and libcrypto.dll from a .zip (latest release), no installation is need.
Another way is to install Windows subsystem for Linux. The OpenSSH sftp and ssh are included.

You did not say which version of Mono you are looking for, but you can manually download the most recent "stable" centOS rpm packages from:
http://download.mono-project.com/repo/centos/
i.e. The current mono-core 64bit .rpm is under m/mono-core:
http://download.mono-project.com/repo/centos/m/mono-core/mono-core-4.8.0.495-0.xamarin.1.x86_64.rpm
Once you have all the rpms that you need downloaded and copied to your offline server, you can use yum to install them...
I have developed some codes in Linux which use boost::serialization library. Now I want to copy my files into Cygwin and compile them to produce executable for Windows. I know that I should use Mingw-64 g++ compiler. But how about boost library? Should I download the Windows version or the Linux version of this library?
In Cygwin, you install Boost libraries as per Unix/Linux. From the documentation

I'm developing C# using Mono and MonoDevelop in Windows and Ubuntu. I might code the same project in Windows today and tomorrow in Ubuntu (which is why I chose Mono and MonoDevelop).
In project properties I need to add some After Build commands to copy some projects compiled files into some alternate folders. And I've done this like so:
cp ${TargetFile} ${SolutionDir}/SomePorject/bin/${ProjectConfigName}/Plugins
While this command works perfectly in my Ubuntu machine, each time I'm using Windows my Build requests get canceled since this command can not be executed in Windows (there's no cp in Windows). It makes this a pain to switch between Ubuntu and Windows since each time I need to change these commands.
Now my question is, is there a copy command which works in Windows and Ubuntu alike? Or maybe MonoDevelop has come up with a copy command of its own which works according to the OS it is running under!
I think "configurations" is your way to go.
Create separate configurations for each platform (Right click on solution -> options -> configurations). After that, in "Custom commands" create two "After Build" commands, one for Windows, and other for Ubuntu.
When you build solution just choose your platform from your configurations.
You could install cygwin on your Windows box.
I'm pretty new to rails and I'm trying to get an application working. It's currently using ffi and typhoeus which need a version of libcurl. How can I install a version of libcurl for Windows 7.

There's one option I implemented but couldn't install only libcurl packages. Cygwin provides lots of the packages and libraries used for development in Linux for being installed on Windows (included curl, libcurl, libcurl-dev, etc).

Answer that worked for me was:
Download cURL from the following URL: https://curl.haxx.se/windows/ (I chose 64bit because that's the system I'm using)
Go into the archive and browse to /bin
Locate libcurl_x64.dll (it may be just libcurl.dll)
Extract to your local drive
Rename it to libcurl.dll if it has the _x64 suffix
Cut + paste the file into the /bin directory of your Ruby installatio
It should work after this
