I want to know how the helper methods of rails 3.2 can be used in AngularJS
Like for example :-
I am using acts-as-messageable gem in my application.
It has a helper_method called send_message which can be used in the controller of the rails application.
So how can I use this helper method inside of the AngularJS controller.
Basically what I need to know is "How to communicate with AngularJS controller and the Rails Controller?"
Is it even possible to do so?Please Justify

You seem to be implying AngulearJs runs on the server. It does not. AngularJS is a Javascript client side framework and rails is a server side Ruby framework.
That being said, I guess you could setup a restful endpoint in in rails and call it from an AngularJs client. Which I would consider communication between the frameworks.

If you want a "socket based chatting app", then you've already made decisions about the implementation, and so you really just need to know the interface for implementing it. Try reading the fantastic manual, it is very detailed on how to use sockets.

You'll need to roll your own server side to accept the socket connections, and your own protocol for the communications. Or adhere to an existing protocol.

Any javascript functionality would be considered front-end. In rails or in a typical model-view-controller web framework, the view would be responsible to deal with any ajax or other javascript code. The best possible way of doing this, is having the view (a layout file, or action file) include a javascript file. Your javascript file would then have a function that would incorporate the ajax request. Your view should be the place to fire off the function. Just like an event system, the javascript would register the event (function), and the view would trigger that event. If it's just a single ajax request then you could also leave out the trigger inside the view, and have a $(document).ready({...}) call inside your javascript file.

How can we implement iPad application that retrieve or store data from remote data source(Mysql). Are there any classes associate to achieve our requirement
If you are retrieving a remote database, then I would recommend creating a wrapper for your DB using a server-side language like PHP to serve the request from your application, just like it serves an AJAX client request.
In your iOS, you have to create a NSURL instance and request your PHP application for data. Now, for returning the data you can use your own format or standards like JSON or XML. There are numerous public JSON/XML parsers available for iOS!
How do you want to handle the delay of using a radio connection? You might want to consider using a json connection and a server application instead

I want to make a web bot (desktop application not web application) which sends HTTP requests and POST data to different web pages.
What is the best solution to do such bot?
What language and IDE to use?
Witch libraries to install... etc.
Depends on what expirience you are having.
Basicaly sending HTTP-Requests with post data should be pretty easy in most modern languages.
Personally I would use C#/.net and Visual Studio. The .net-FW has everything built in to aquire that task (e.g. this example).
But if you are expireinced in PHP, Java or similar use that and just search for the suitable methods.

I would like to setup a web service, to be accessed via a mobile device. The main purpose of the server is data storage. I would like to know some of your opinions on the advantages\disadvantages between RoR and WCF for building the server-side of the web service.
I think you're looking at this the wrong way. What does the web service do?
The fact that it's a web service a mobile device talks to is itself not a big deal. Lots of stuff exists to do that. WCF is pretty good at it. I don't know anything about RoR but it probably is too.
So once the mobile device makes a request, what's going to happen on the server? Who is building it, and what languages/frameworks do they already know? What if any infrastructure is already in place?
If you can answer those questions, I think the answer to your question will become more apparent. :)
