How can I debug why the text and icons are disappearing at random?

Thanks for your feedback. I can see similar behavior with Windows 10, version 1607.
Generally speaking, AppBarButton has two sizes; normal and compact. By default, it's shown with a text label and full padding. However starting in Windows 10, version 1607 (Windows SDK version 10.0.14393.0), it introduces LabelPosition concept, with this we can specify the placement and visibility of the button's label.
But the LabelPosition is specified by the CommandBar.DefaultLabelPosition property. By default, an app bar button's label is displayed below the icon. We can set this property to show labels to the right of the icon, or to hide labels. Although AppBarButton has a AppBarButton.LabelPosition property, but its value can only be Default and Collapsed while Default also means the placement and visibility of the app bar button's label is determined by the value of the CommandBar.DefaultLabelPosition property.
In your code, you are putting your AppBarButtons into a StackPanel not a CommandBar. In this scenario, as there is no DefaultLabelPosition, AppBarButtons seems to show labels randomly. So sometimes you can see the lable, sometimes not and sometimes the label is displayed at the right of the icon. (If you remove Width="100" in your AppBarButton, you shuold be able to see the icon not only the label.)
We've reported this issue internally and I will update my answer once there is any progress. As a workaround, you can use CommandBar instead of StackPanel. If you do want to still use the StackPanel, you can edit the default template of AppBarButton.
We can find the default style and template with "Document Outline" in Visual Studio by opening "View" → "Other Windows" → "Document Outline".
Then in "Document Outline" select one AppBarButton and right click, then select "Edit Template" → "Edit a Copy...". This will popup a "Create Style Resource" dialog. As we need to apply the new style to all the AppBarButtons, we can select "Apply to all". And by default it will generate the default style under Page.Resources.
In the default style, we only need to comment out LabelOnRightStyle under "Root" Grid as well as LabelOnRight and LabelCollapsed VisualState in the template like following:

However, all this seems to do is always apply the border thickness of 1, it never changes to 4. I can't understand why - can anyone give me a clue?
You set the BorderThickness to 4 on Unfocused, but the UnfocusedBorder element is missing the TemplateBinding and is hardcoded to 1. So add BorderThickness="{TemplateBinding BorderThickness}" to "UnfocusedBorder".

How to use the "Snap View" process in Win 8 application?
I have tried many no.of times using different blogs but couldn't find the right solution for it.
Can anyone help me with the following conditions:
What is the coding for snap view?
How to implement this?
I made the application but got stuck in this "Snap View".

Snap View is a built-in Windows feature.
As long as your user's screen resolution is at least 1366 by 768, they will be able to activate snap view.
SnapView is really easy to implement. Default stuff like back button and Page title is already implemented but you can add your custom elements to the list too.

Let's work with above code:
Element you want to change: Storyboard.TargetName="backButton"
Property of the element you want to change: Storyboard.TargetProperty="Style"
New value of the property: Value="{StaticResource SnappedBackButtonStyle}"
So all we are doing is, for backButton change the Style property to {StaticResource SnappedBackButtonStyle}.
You can do same for any other element.

I have ListView that I am using for both my SnapView and Portrait view. However I'd like to change some items of my item template in both those views. The VisualStateManager seems like the ideal place to do this, but I can't figure it out.
Here is my ListView XAML:

You cannot change the properties of the DataTemplate but you can change the actual ItemTemplate of the ListView to a specific template to be used for snapped view
