heroku "initialize" operation time out error - ruby-on-rails-3

I'm using rails 3.1.1 and I've been trying to run command as console and rake but I faced with an Error like
Running console attached to terminal...
/Users/ender/.rvm/gems/ruby-1.9.2-p290/gems/
heroku-2.17.0/lib/heroku/client/

Operation timed out - connect(2) (Errno::ETIMEDOUT)
What's the problem? Anyone knows?

There's a few troubleshooting points at http://devcenter.heroku.com/articles/oneoff-admin-ps#troubleshooting - typically it's a problem connecting on port 5000 if you're behind a firewall.

You had a similar error reported in gitlab-org/gitlab-foss issue 1924:
I had the exact same thing happen last night and it turned out that the /etc/resolv.conf within the Docker container was unreadable by the "git" user for the container.
This prevents it from resolving the host you're calling back to.
The ball started rolling after reading this issue: docker-gitlab issue 627.
In your case, you might not use a GitLab within Docker, in which case, check your proxy.

Lucidworks fusion 3.1.0 error starting api

I am trying to run fusion but I keep getting this error: error starting api: api service (pid 8156) failed
zookeeper and solr are started but when it comes to the api i get this error. Any insights are appreaciated.
Run cmd as admin and then try to run the command if that doesn't still work then go to conf/conf.properties and search for port number and change it to some free port on your machine.
Please start the fusion.cmd as Administrator. I faced the same issue and got resolved when I tried as administrator.

Connect via ssh to CF - Error

I need to debug my application , we are using version 2.65 (Diego)

while running cf ssh myapp via cli
nothing happens , what should I do in order
1. To see the container FS
2. To be able to debug it ?
The application was deployed successfully to CF.
Im using nodejs app.
all other commands are working well.
When I run the command cf ssh myapp I got this error after two minutes :
FAILED
Error opening SSH connection: dial tcp 52.23.201.1:2277: getsockopt: operation timed out
It sounds like a platform issue using non-standard ssh port.

tensorflow serving: failed to connect to 'ipv4:127.0.0.1:9000'

I have installed and configured tensorflow serving on an "AWS t2.large Ubuntu 14.04" server.
When I attempt to test the server with the mnist_client utility by executing the command, bazel-bin/tensorflow_serving/example/mnist_client --num_tests=1000 --server=localhost:9000, I receive the following error message:
E0605 05:03:54.617558520 1232 tcp_client_posix.c:191] failed to connect to 'ipv4:127.0.0.1:9000': timeout occurred
Any idea how to fix this?
I haven't heard of anything like this, but did note that (at least with other test clients) when the server was not ready/up yet, requests would timeout. So my guess is that the server is not up yet or perhaps in some other bad state.
I met the same problem before. The root cause is mnist_client was run in my local machine instead of the server, because the command connects to localhost bazel-bin/tensorflow_serving/example/mnist_client --num_tests=1000 --server=localhost:9000
It succeeds when I run mnist_client utility in the server.

What is JVM Bind?

I tried to run example from HornetQ and I got this error:
[java] HornetQServer_0 out: Deployment "JNDIServer" is in error due to: java.rmi.server.ExportException: Port already in use: 1098
Actually this is not the first time I got this kind of error. I can verify that port 1098 is indeed already in use (using Netstat command) but I just don't know which service using it. Is anybody has encountered such problem?

Could be JBOSS or Remote Admin Tool. Or something else like Outlook or Firefox.
