I am trying to create a custom control for updating a List on a Sharepoint site that only allows Sandbox Solutions to be added.
I've read a few threads on uploading attachments, but they all seem to involve doing it from the server machine (Using a file stream to read a local file).
Is it not possible to use Javascript or something to pass a file through to a Sandbox'd webpart??

Just a late follow-up. It is possible to read and write files using HTML5 with the FileReader and saveAs(). The browser will open a file dialogue and let the user choose the file, so the user is aware of the file access. It is not possible to read or write to a file without the user's attention.

As said by #flame in a comment, it's just impossible, because the browser never have access to the visitor's disk (do you imagine the security issue if it was the case ?).
Vue.js is a Front-end framework, so the application it produces only have access to what the browser has access to.

To create a shortcut instead of a file stored in Drive, use the files.create method of the API and make sure you set the MIME type application/vnd.google-apps.drive-sdk. Do not upload any content when creating the file.

I know this question has been asked a lot of times already but unfortunately none of the answers have helped me. I want to upload an image file to my remote Web server (Apache). In my Excel cell, I have the file path of an image and want to use VBA to upload that file to a remote server.
I can't use any 3rd party tool in conjunction (like WinSCP), because that will make my product not very "portable-friendly". I was fine with Windows FTP, but it doesn't seems to be supporting passive mode and hence I also can't use that.
There are some threads which used IE to upload the file, and some which I believe are uploading via POST request by reading file in binary mode.
I want to replicate something similar to uploading files via HTTP POST on a website.
I know Domino as a web server. In the data folder there´s an HTML folder which is normally the root of web content. But I want to put files and folders with all the flash stuff inside a Notes database (nsf).
I know I can do this via import through Package Explorer in the Notes Designer client. But where should I copy it into? Into webcontent folder?
I also know documents and pages can act as .html files. But there are also javascripts, .swf, .mp3 and other files.
How can I then invoke the starting point file like index.html?

I would not recommend to put it on Domino server file system, it's very dirty way.
One document with one attachment/video. That would give you overview of all files you have in database plus possibility to add/delete them (require development skills little bit).
You can also upload your resources as Files as a design element, however that would require you design access each time you want to change them.

For everything that is not plain html you can use file- resources. Linking them is as simple as write an url that looks like this:
hxxp://yourserver.com/yournsf.nsf/JSLibrary.js?OpenFileResource

I am developing a web application to upload .mp3 files and need to play them. I successfully uploaded the files and saving them in C:/uploads folder. I understand that as it's a web application we need to save them in the Apache web server it self. But I am not sure, where to save them.

You can use content repositories to store uploaded data, I think this is common approach. For instance, take a look at the Apache JackRabbit CR, applying it you won't easy look for uploaded files on hard drive, but you will have web interface, and also some other tools available to connect to repository and show you files there etc.
As alternative to JackRabbit, you can try Alfresco CMS, they both implement JCR, other implementations are listed here (you will them at the bottom of that page).
