500.19 internal server error - system

I am currently trying to add Blogengine to a web page. I have used web platform installer. when I try to view the blog it gives me this error.

HTTP Error 500.30 (Internal.Cryptography.CryptoThrowHelper+WindowsCryptographicException: The system cannot find the file specified.)

I am trying to deploy the asp.net core Web API to the IIS. This application works perfectly fine on the Visual studio and also when I run the dll using the dotnet command. This application has the certificate for signing the JWT token. After deploying the application to IIS I am getting "HTTP Error 500.30 - ANCM In-Process Start Failure" and I checked the windows log and error message is
Host terminated unexpectedly.
Internal.Cryptography.CryptoThrowHelper+WindowsCryptographicException: The system cannot find the file specified.at Internal.Cryptography.Pal.CertificatePal.FilterPFXStore(Byte[] rawData, SafePasswordHandle password, PfxCertStoreFlags pfxCertStoreFlags)......
I checked the file path and file name everything is correct but some reason IIS is not able to load find the certificate file. Also, I checked the permission and it also looks good. Not sure why I am getting this error message
Also, I ran the same application dll file using the dotnet run command where IIS is pointing to but I am not getting any error. I am getting this error only after deployng to IIS.
On startup.cs file and configuration method I am getting error on this line.
var cert = new X509Certificate2("test_cert.pfx", pwdFrmVault);
I after searching for this error and googling, this solution worked for me. IIS Manager->application pool -> advanced settings ->Under Process model, Load User Profile to true. More detail on link

1and1 windows hosting, web.config permissions

I'm trying to publish my ASP.NET 4.6 MVC website project to 1and1, but keep receiving this error page.

Oddly enough, when I try to publish the sample website when you start a new project, the same error occurs. When I open the hosting service's file explorer and check the permissions on the web.config file, the IIS_IUSRS already has read and read/execute permissions.
Is there another config file that needs to be edited or have its permissions changed?

I am getting this strange error when I try to browse the service. Problem is Physical path is correct but config path is even does not exist in my machine where all applications and iis installed. So I am surprised from where its taking that path and how to correct it.

Integrated app pool and virtual directories

I have MVC application that uses integrated app pool.
Under this MVC application, i have created a virtual directory that points to our file server location. This file server has some pdfs and custom images.
When we try to access the resources via virtual directory, I get the following error:

When I change the app pool to classic, i can access these resources just fine. What am i missing here?

App pool was running under "NetworkService" identity.
I have changed it to a user account that has admin permissions on the box.
The thing that i still need to figure out is, why these were working under classic app pool and network service as the identity?

Deploying MVC 4 Application under IIS8 : HTTP Error 404.0 - Not Found

I'am running windows server 2012 with IIS8.
I just try to add a newly created MVC4 application with visual studio 2012 as a virtual directory in IIS 8 and then convert it into an application.
First I get this error :

I searched for the solution and I founded that I have to grant Read permission on the application folder for IIS_IUSRS
I did it ! then I have this error now :
