The container 'Maven Dependencies' references non existing library - maven-2

I use SpringSource Tool Suite 2.3.0. Recently I added the commons-compress dependency to pom.xml as required by jackrabbit 2.0 dependency. Updating maven dependencies console shows:
"Missing artifact org.apache.commons:commons-compress:jar:1.0:compile"
I checked the Problems view and it shows the following error:
The container 'Maven Dependencies' references non existing library 'C:\Documents and Settings\AElshereay.m2\repository\org\apache\commons\commons-compress\1.0\commons-compress-1.0.jar'.
Also:
cvc-complex-type.2.4.c: The matching wildcard is strict, but no declaration can be found for element 'config:simple'.
I have no idea what is that last! And if it has anything to do to not download the mentioned jar from maven repository even it's there!
Please, can anyone help me to resolve this problem?

I'm not 100% sure about the last error message but the two first one are definitely related: you declared a dependency to the POM so the .classpath is updated to point on it in your local repository but the file is can't be find in it and Eclipse/STS complains about this.
Now, I tried to declare the commons-compress dependency in a POM:

The artifacts gets downloaded.
So please check that you didn't configure the central repository with a checksumPolicy
set to fail. Look for something like that in your settings.xml or in global settings used by m2eclipse (Windows > Preferences > Maven > Installations) or in a project profile:
<checksumPolicy>fail</checksumPolicy>
If you can't find anything like that, then a workaround would be to install commons-compress manually.

Intellij IDEA + SBT: skip download errors for non-existing Sources/Javadocs

In Intellij IDEA (2016), with Download: Sources and Javadocs enabled, (can't insert image inline due to lack of reputation)
SBT will attempt to download Sources and Javadocs for all dependencies, whether or not they exist.
Problem is, when a dependency (or worse, nested dependency) does not have a Source/Javadoc, the build will fail.
Is there any way to configure IDEA/SBT to check and skip downloading Sources/Javadocs if it does not exist, or ignore errors when downloading Sources/Javadocs, without having to append
withSources() withJavadoc()
to every dependency?
For example, a dependency relying on Antlr 2.7.7, which does not have Javadocs (antlr-2.7.7-javadoc.jar) in Maven Central (https://repo1.maven.org/maven2/antlr/antlr/2.7.7/), with Download: Javadoc enabled, will return error:

In Idea Settings > Build ... > Build Tools > sbt: uncheck Download Library sources and sbt sources

springfox 2.2.3 snapshot dependencies adding failed because of missing nexus-maven-repository-index.properties

I setup my project with springfox 2.2.3 snapshot version in IDEA 14 with gradle. I follow instruction 2.1.1. Gradle Snapshot. I failed with error that maven repository cannot be indexed and see exception in IDEA's log:

Could anyone have any idea how to fix the issue?
I tried to download dependencies manually and put them in my local .m2 directory and setup in gradle mavenLocal() instead of maven {url ...} but my attempt failed with IDEA's warning on Gradle refresh operation:

Now I think that should also manually add transitive dependencies for springfox package. But it looks ugly and I think I should not go this way.
Does anyone has idea what should I do?
I found issues with dependency donwloading:
* when I work from corporate network I have SSL certificate issue
* initially I added maven { url 'http://oss.jfrog.org/artifactory/oss-snapshot-local/' } into buildscript {...} section, I changed it to repositories {...} and fixed the issue
* also I updated my gradle to 2.4 version (but it didn't help)
Now my starting issue is fixed.

Solution #1:
issue was with proxy in settings.xml file:

to get host goto IE->tools->connection->LAN settings->advanced->http.

Solution #2:
if auto configured proxy is given: then
1> open IE(or any browser)
2> get the url address from your browser through IE->Tools->internet option->connections->LAN Settings-> get address and give in url eg: as http://autocache.abc.com/ and enter, a file will be downloaded with .pac format, save to desktop
3> open .pac file in textpad, identify PROXY:
In your editor, it will come something like:
return "PROXY web-proxy.ind.abc.com:8080; PROXY proxy.sgp.abc.com:8080";
4> go to Maven settings.xml and enter as:

5> run mvn:install through command prompt or run through eclipse.

Solution #3:
For any other issues delete maven local repository and run mvn:install again.
Clearly this is an issue of proxy. Either use VPN or edit procy setting in setting.xml.
I searched lot about this error. Finally, I used VPN(Virtual private network ) to disable the proxy and was able to use cemtral repository of Maven.
Window-Preferences-Maven-User Settings. Check, does settings.xml exists? if eclipse says no, get settings.xml from you friend or set the path to it.
Try checking proxy settings in settings.xml file located under following directory:
C:\Users\UserName\.m2
I just copied setting.xml which comes under "\apache-maven-3.1.1\conf" directory, to the directory "${user.home}/.m2/)" of windows machine and change the required proxy setting according to my network as below and it worked for me.

We have observed that the maven project creation fails when it tries to download the archtype from this URL: Maven Repository which falls under "https" protocol.
So solution #2 mentioned above worked only after a little change to the settings.xml. Instead of using "http" protocol I have to use "https"

Note: Make sure that you check the following internet settings.
Internet Explorer > Internet Options > Connections [TAB] > LAN Settings > Under Proxy server check Use proxy server for LAN > Advanced > Check "same proxy server for all protocols" and Click OK.

Maven : Parent project not resolved, transitive dependencies not used for compiling

After searching and trying a lot of things I need a Maven maven :)
So, my problem is that on my development box (which is Windows 2003) I can build my maven project, but on the Bamboo server (x86_64 x86_64 x86_64 GNU/Linux) it fails because one of the modules doesn't have a library and the compiling doesn't find a class.
The class is found in a transitive dependency, dependency that it seems to me that is not resolved.
I've run the command "mvn -X clean install" on both boxes and compared the output.
The only change I think it's relevant is
On dev-box
