Is there a Maven Simian plugin available for Maven 2.x? I can't seem to locate a repository which holds it.
The earliest mention I could find was an unreleased version at:

Perhaps I'm googling using the wrong terms...

The plugin Robert references is in fact a Maven 1 plugin, for details see my answer to a related question. As far as I can make out there isn't actually a Simian plugin for Maven 2. Try PMD CPD instead (for details see the referenced answer above).

It's the the central repo - search with nexus.

The javadocs at http://www.frege-lang.org/doc/index.html seem to be missing quite a bit (namely, no frege.prelude package), and does not seem very up to date. Might there be a good documentation for Frege hidden in plain sight somewhere?
What you have seen is the API doc of the runtime classes, which is really minimal since the typical Frege user will not work with those.
Thomas correctly pointed to the library documentation.
In addition, there is "Hoogle" support for Frege: http://hoogle.haskell.org:8081/ where you can search the API.

In JavaEE 6 the JSTL version is 1.2. I am trying to find the link to the taglib documentation for this version. I have found the link for 1.1. However unable to find it for 1.2. I came to know that JSTL 1.2 is managed by java.net; but didn't find the documentation there. Also the Technical Documentation for JavaEE 6 don't have any such link mentioned.
If someone have the link, please share it.

Can anyone help?
i have downloaded the jdk docs (7) to my pc and i can open it up to look at all the packages and classes in the html but it appears i can't search.
You can on the online version but it appears not on the offline version, or maybe i am missing something.
can anyone help or suggest an alternative ?

I'm looking for interesting online resources on FPGA development - sites, blogs, that sort of thing. What I'm after is examples of fun (and hopefully not too expensive) projects that one can try out and learn from.
have you tried fpga4fun.com or fpga-forum.com?
Also mikrocontroller.net (altough in german) has a linklist.
John Kent's site is a good starting point.
Try opencores.org - it hosts open source projects.
