Cannot Resolve Symbol GetAccessControl in .NET Core 3.1 - asp.net-core

I am trying to write a function in .net core 3.1 Class Library, to check file user rights.
Unfortunately, .net core 3.1 does not recognize GetAccessControl.
I have attached NUGET

ASP.Net Core - EC2 to S3 file upload with Access Denied

I have developed a .NET Core 3.1 Web API which allows the users to upload their documents to S3 bucket. When I deploy the API to AWS ElasticBeansTalk EC2 instance and call the endpoint which uploads the file to S3, I get an error "Access Denied".
By the way, I have created IAM policy and role to give full access to S3 from my EC2 instance. I have also copied the .aws folder which contains credentials file onto the EC2 instance.

However, if I create a console application and use the above class without any modifications, it uploads the file from the same EC2 instance.

I finally made it work with HostApplicationServices.getRemoteFile in local AutoCAD, then migrated it to Design Automation. It is also working now. The below is the command of .NET plugin.
To have a simple test, I hard-coded the URL in the plugin. you could replace the URL with the workflow at your side (either by an json file, or input argument of Design Automation)
My demo ReadDWG the entities from the remote URL file, then wblock the entities to current drawing (HostDWG), finally save current drawing.
Hope it helps to address the problem at your side.

JAX-RS 2.0 MULTIPART_FORM_DATA file upload not library specific

I need to create a JAX-RS 2.0 client that posts a file and a couple of parameters using MULTIPART_FORM_DATA content type. (Don't need the service, just the client) I’ve seen some examples that depend on an specific implementation, like Jersey or RESTEasy, but I’d like not to bind my code to any... in particular, to Apache CXF (I am using WAS Liberty Profile). Any ideas on how to do it? Do I have to stick to some specific classes? If so, how can I do it using Apache CXF 3.0 (Liberty uses CXF for JAX-RS 2.0)

MVC 4 application does not go to default page after login

I have created an MVC 4 application which targets .NET 4.0. After deploying to my production server, it will show the login page but will not redirect to the default page. However, when I add debugging, I can see that the authentication process works but then the error I am getting is an error that says it can't find my View for my Error Page and then shows my Error Page. It just seems that it will not go to my "Home/Index" page - even when I remove the authorize attribute. Of course the application works in development. Additionally, it will not go to my register page or forgot login page.

After more troubleshooting, it would seem that the issue may have something to do with the fact that I am using a BaseController for specifying permissions but I am still baffled as to why the application works as intended in my development environment but not in production. To verify my IIS settings I installed the default MVC4 App to production which does not have .NET 4.5, and it runs. I am using VS 2012 so I do have 4.5. Could I somehow be introducing .NET 4.5 classes or functionality even if this targets .NET 4.0? At any rate, here is my BaseController code:

UPDATE 2: Installed .NET 4.52 on Staging Server and the application now works as intended. The problem is that I will not be able to install this on the production server. I don't understand what it is that 4.5 is fixing that 4.0 does not seem to facilitate. HELLLLLLPPP!!!!!!
