Connecting Dialogflow with Api - api

Can anyone provide any guidance or have any idea on how to connect Dialogflow with a music streaming API such as Apple Music, Spotify, etc to create playlists with my Agent? I've found some research in these locations to confirm that they do offer this service to developers but I honestly don't know where to begin.
I have visited the developer site for Both AppleMusic and Spotify but it isn't clear on how I implement their code with Dialogflow
My main goal is to have a user be able to tell the Agent "I'm in a good mood" and the agent will respond "That's great! I made you a playlist for your day: (Insert Playlist)".

If you wish to integrate Dialogflow with any service using custom behavior or logic you can do that using fulfillment. With fullfilments you can trigger code on a server that you create which interacts with the service of your choice (in your case Apple Music and Spotify).
In this server you can code whatever you want your bot to do when you user talks to your bot. So when they say "I'm in a good mood", the server will add a playlist to their account and once this is completed you tell Dialogflow what to return to the user. The only thing you have to do is make sure that the server returns a response that Dialogflow can understand.

How to integrate Google business messaging through API

In this process, you need to be a partner of Google. The complete process is given on the link. If you follow this link, then you can use their built-in libraries easily and can send messages easily.
So far the permission for API, it might not be found for you because you might have to take permission for the particular project that is registered on google and then you will see the business messages API and you can enable it and use it. The reason as per the basic step:

Sometimes, you have to submit the request form to take the API access for particular APIs. Or Share how are you using that API.
If you do not find a form for business messages API then you can ask for the information from bm-support#google.com. they mostly respond on a working day.

creating instagram posts (video and photos) on behalf of users server side Scheduled

I wanted to create video or picture posts on behalf of an authenticated user (i have their access token after they logged in to my using instagram credentials) on a future time.
For example, user creates a video post tonight, and schedules it to be posted tomorrow at 7AM.
Is this possible?
I know there are companies out there like hootsuite that claim to allow to schedule posts for social media account but i've never used them and i want to create cloud service, so an SDK or API is what I'm looking for.
Their developer portal is very vague so i wanted to ask the community for some direction.
Facebook (owns instagram) has documentation on how to share feed post from your app to instagram, but it still requires the instagram app to open and for the user to tap/click the submit button.

Getting information about many users using Spotify's API

I've looked briefly through Spotify's API documentation to try and see what exactly can be done with the API. I'm trying to do some data analysis on Spotify data, specifically on user listens / user playlists. However, as far as I can tell, the only way to uncover that information is through OAuth, and each user whose play information I desire would need to explicitly grant permission to my app to use their information. Since I am not building a user-facing app and am interested in doing mass analysis on many users at once, I don't think this would work for my purposes.
My question - is there any way to return multiple users' listening habits through a script that pulls data from Spotify using its API? Or is that possible strictly by way of an application that one user at a time gives authentication to when they load an app that uses this API?

Spotify doesn't expose users' listening habits unless they authorized the app requesting it (I think this is what you meant when you said "through OAuth"). There's pretty big privacy reasons for not exposing users' data to the world.

Callback service on the website using Twilio

Let's say I need to implement a callback service on a website.
I'm curious if it's possible to develop it using Twilio.
For example, if a website visitor provides his mobile phone number from one side, from another side I have a manager using his web CRM application. Is it possible to:
Make a call (using WebRTC?) to a manager
When the manager replies the incoming call, call to the website visitor (on his mobile phone)
Connect both sides together
I know there are lots of ready-to-use callback services, I'm just curious how it works under the hood.

This is a feature we call Click to Call. Here's how it would work with Twilio:
The visitor provides his number through a form on the site
Generate a call to the manager using the Twilio REST API
When the call connects to the manager, dial the visitor.
This is achieved using TwiML
Whent the call connects, Twilio makes an HTTP request to a URL you provide in step 2
That URL needs to respond with TwiML, which is a subset of XML to tell Twilio what to do with the call
In this case the TwiML would be to <Dial> the visitors number
When the visitor answers the two are connected
This is a high level view of it, we also have a tutorial walking you through Click to Call with Twilio (this is the Python version, but there are others available too) which I recommend you take a look at.
