Is OneDrive Rest API Free to use? - onedrive

Is OneDrive Rest API free to use? I can not find any info about pricing for the API anywhere. My client has an office 365 subscription with lots of onedrive storage, but I can't find info about the price of onedrive api.

The API is free.
OneDrive only charges fees if users want to increase the amount of storage they have available.

It looks like this would require special approval from you since the API documentation is saying "Usage of this API is restricted to approved partners, subject to limitations via API agreement."

To check the quotas and limits of the Hangouts Chat API you have to enable it for a project. As this quotas will be different depending on your subscription. Go to https://console.cloud.google.com/iam-admin/quotas and enter the project you have enabled the API for. There you can see read and write limits for the API.

Does Dropbox API support creation of user accounts, subscriptions, subscriptions changing, etc? For example, can I make an app that users can use to purchase some Dropbox products?

Google Cloud Messaging Business setup

I'm trying to find out how Google Cloud Messaging should be setup for businesses.
Currently I'm using my private Google account to manage the Google Developer Console and create a GCM project for my application. But what if I where e.g. a consultant agency developing an app for a customer, how would GCM be setup then?
I'm trying to answer the following questions:
Is there a way to create a Google account for Business that should be used instead?
Is it still free of charge?
Should the customer have and manage this account or do I as a developer/provider of the app manage this account?

Gcm does not require a special type of Google Account. Once you can create a Project in the Google Developer Console then you can use GCM with that project.

Yes it is free, even in business use cases.
Should the customer have and manage this account or do I as a developer/provider of the app manage this account?
This is up to you, it would depend on what the future relationship between the developer and the owner of the application is.

Access limitation for google cloud messaging

What is the access limitation for Google Cloud Messaging? Is this service is totally free of cost? If gcm is paid after a limit then i want to know the pricing. Is anybody can help. I also gone through the google developer console. I got that it is paid after a extent.
