No. In fact if you look at the documentation for core Hsts (https://learn.microsoft.com/en-us/aspnet/core/security/enforcing-ssl?view=aspnetcore-5.0&tabs=visual-studio), the suggestion is to uncheck 'Configure for HTTPS' for development. Introduce UseHsts in the final stages of development.

I've used Signal-R in a Blazor Server app, but I don't see a way to implement it in NET MAUI. Apparently this environment doesn't support Signal-R yet but I might be wrong.

I haven't tried it myself (will do later this year), but according to this project: https://github.com/matt-goldman/maui-chat it should be supported.
I originally asked a question about NSISDl because I thought there was a bug or issue with my use of it. Through this ticket, I found out it does not support HTTPS at all, and thus it became an entirely different matter. (edit)
NSISdl only supports plain HTTP. Use the INetC plug-in instead, it uses WinInet and should work anywhere Internet Explorer works...
I'm currently working on a project (basically an app for iOS and Android + Backend), which needs to be highly scaleable. As we'd like to host everything on our own servers, MBaaS are not an option.
The problem now is, that I'm not sure where to start with the backend. Are there any useful "tools"/"server"-software out there, which provide a good start?

Background: I've a sensor hooked up to an arduino printing readings through the serial monitor. I want to log these in firebase.
I've done a bit of digging on this, and my research has shown me that an arduino simply can't handle the SSL needed to talk to firebase properly.
Any suggestions for workarounds? Checking SO and google's only turned up "it can't be done", but I figured I'd ask anyway. Any lateral thinking is appreciated, thanks!

Some thoughts:
You might want to look into the Spark Core (available for pre-order). They mention SSL support, though it's unclear to me what that means exactly.
You could proxy the requests through a server that can speak SSL. For instance, you could run a tiny node.js service on an Amazon EC2 box that just proxies REST requests to Firebase (e.g. using http-proxy).
If you're hardcore, you could try to get the Arduino talking to an external ethernet controller that has built-in SSL support (e.g. this one), but that's probably a big project. :-)
Longer-term, we might expose a non-SSL endpoint for Firebase requests that's specifically for this sort of low-end hardware use-case. Ping us at support#firebase.com if you want to start a dialog.
Here's a php script I whipped together to solve for Arduino no https.
It's basically a form that GETs to the php script and then sends it off to your Firebase database.

I'm investigating the use of mono in real world high traffic web applications. There are some references on the mono site (companies using mono), but I couldn't find a high traffic website sample other than Deki powered ones. And I've read some mailings about mod_mono stability problems because of inexistence of compacting GC.
Please reference your app and give some info, if is there anyone using mono in production.
...or do I have to look at Java ?

Wikipedia is using Mono for search (also listed on the companies using Mono page)
A ton of people use Mono in production and development. I'm sure this page will change dramatically over the next year or so, but look at http://www.mono-project.com/Companies_Using_Mono. This is a good reference, but projects using Mono are popping up every day, so we'll see more soon.

Go for it. Beyond the initial setup work and tuning you can have a very stable and fast server with all the advantages of low-resource required do the the job, at least with nginx/lighttpd. mod_mono (Apache) resources will go way faster according to a lot of feedback I've been reading on the all the major places this topic is discussed
