SSIS Error - The AcquireConnection method call to the connection manager failed with error code 0xC0202009 - sql

I have scoured high and low for a solution but nothing has helped. To be clear, I am not developing a SSIS package, I am simply trying to run one that has already proven to work. This issue is server specific.
We have an ETL Job that builds a repository from a production database for reporting purposes. I built a new VM server with bigger resources to ease the burden of this process on our larger databases.
Server is Windows Server 2012R2. Running SQL Server 2014 SP2 CU05 with integration services and really not much else. This job runs through the agent on 15 minute intervals. The first few times it runs, it does actually start building some of the data in the destination database, but this error persists with every new batch that is executed, whether manually or on schedule, and after a while it just stops moving data.
Here is the base error:
SSIS Error Code DTS_E_CANNOTACQVIRECONNECTIONFROMCONNECTIONMANAGER. The AcquireConnection method call to the connection manager "ETL_Framework" failed with error code 0xCO202009.
There may be error messages posted before this with more information on why the AcquireConnection method call failed.
Said error messages before the AcquireConnection call:
SSIS Error Code DTS_E OLEDBERROR. An OLE DB error has occurred. Error code: 0x80004005.
Source: "Microsoft SQL Server Native Client 11.0" Description: "Login timeout expired".
Source. "Microsoft SQL Server Native Client 11.0" Description: "A network-related or instance-specific error has occurred while establishing a connection to SQL Server. Source. "Microsoft SQL Server Native Client 11.0" Description: "Named Pipes Provider: Could not open a connection to SQL Server [2]. ".
One important thing to bear in mind is that both the source and destination databases are on this same server that the job is running from, meaning everything is localized and the domain service account is a local admin on the server and a sysadmin on SQL.
I have Named Pipes and TCP/IP protocols enabled on SQL. The service account running the job is a domain user that I have used hundreds of times on other servers setup for this same kind of work with never having a problem. I can connect via SSMS to this server from other VMs using the FQDN of the instance (i.e. SZDB.somewhere.com\SQL2014), and vice-versa.
So, open to suggestions here. There has to be something I am missing in the setup of my server.

We found that the solution in this case was to install a default instance of SQL Server. I previously only had a named instance running. As soon as I went through SQL setup and installed the default instance (i.e. MSSQLSERVER), the error on our ETL job went away and our data warehouse continued to build without any further issues. Proved to be the solution on two other servers as well that were exhibiting the same issue.

Processing SSAS Tabular model Fails Remote Server

I'm trying to create a SSAS Project and deploy to a remote server.
The Data Source is a Database in the same server, but the project must be made in my laptop.
The remote server is not in a domain environment, so to login in SSAS, I used runas /netonly mothod using Server's Administrator Account, which works fine to connect to SSAS Server through SSMS.
I created SSAS Project using Workspace Server and connection is successful.
I am also able to connect to same Server using SQL Server Database Data Source, using Impersonate Service Account, but after I select the tables I need, the processing fails and gives me this Error:
Failed to save modifications to the server. Error returned: 'OLE DB or ODBC error: [DataSource.Error] Microsoft SQL: A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: TCP Provider, error: 0 - The wait operation timed out.).
And as result I get all tables without data, just column names.
If I create a project using Integrated Workspace, I am able to get Data from Source, but the same Error occurs when I try to Deploy the Project. The metadata deploys successfully, but all processing fails with the same Error.
I tried to Increase Timeout, but the same thing happens even after waiting 30 minutes.
This process does not fail if I create and execute the project inside the Server.
Enable the TCP/IP in both Server NetWork and Client protocols;
Set TCP port:1433;
And then try it again.

SQLExpress database file auto-creation error - after deploying to Azure

Was going about with our usual deployment of code (ASP.NET MVC solution) to Azure to a test instance as an App service. The solution works on local machine, but started throwing this exception in Azure.
A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: SQL Network Interfaces, error: 26 - Error Locating Server/Instance Specified)"
Description: An unhandled exception occurred during the execution of the current web request. Please review the stack trace for more information about the error and where it originated in the code.

Unfortunately this seems to be happening even for other environments now. I haven't changed anything there except redeploying. This has nothing to do with connectionString, have triple checked it on the server itself. Basically the solution as it is works, and have been working for all this while, but since last week all new deployments are failing with this error. Even re-deploying the old code seems to fail. I am afraid to try it on any new environments.
No recent changes were made to web.config, all that was updated was some UI components. In any case, even the older code that is running on other environments are failing. Any ideas on why this could be happening?
SQLExpress only exists within Visual Studio. On something like Azure, you need a connection string that points to a real instance of a SQL Server database.

Connecting to local server in SQL Server Management Studio

I have tried EVERY suggestion I have found so far in SE and nothing works. Let me explain what is going on.
I am a PHP developer and I am making a transition to ASP. So I am developing a website locally and I need a database going, also locally. But like I said, I can't add the NORTHWND database because I don't have the server up and running. I read through the tutorials and I seen to be missing a piece of every puzzle.
I have SQL Server 2008 running.
These guys Add Database say to attach the database via VS12. I have no such option to "Attach"
These guys here Connect to your server say to connect to the SQL server but I can't connect. When I try, I get an error that says:

I also noticed there was a localdb with username LOTUSMS. I don't remember ever making a username for anything here. And I can't remove it or make one up. (Windows Authentication)
And then these guys Turn on your Server Service say the Server must be up and running and to log into the SQL server Configuration Manager and ensure the SQL services are running. Well, they are not. It says "the remote procedure call failed" and there is no other options to restart or edit or anything
So as you can see, I know my problems, but I can't find the solution to them. Anyone? I am not sure as to what logs or extra evidence you may need, so before I go adding unnecessary text and pics here, I'll leave it open and produce the evidence as requested.

SSIS Package runs on the server but not as a scheduled job (SQL Agent)

I have scheduled my SSIS package using SQL Server Agent Jobs. If I right click on the package and choose Execute, it does run successfully. However, when I set up the job and try to run it I get errors related to user login. I'm reading about proxy users and other option but it doesn't seem to work.
The error:
FullSnapshot:Error: SSIS Error Code DTS_E_OLEDBERROR. An OLE DB error has occurred. Error code: 0x80040E4D.
An OLE DB record is available. Source: "Microsoft SQL Server Native Client 11.0" Hresult: 0x80040E4D Description: "Login failed for user 'DOMAIN\SERVER$'.".
The server is "SERVER" and the package is grabing data from other server into "SERVER".
What might be the possible cause for this error? Please give your suggestions. Please let me know if you need more information on that.

I guess the question is how to give permissions to the service account for SQL Server Agent on SERVER to access the second server. Because when I run different package that doesn't need to access external SQL server it works fine
When you right click and execute the package executes with your credentials. When it's executing from the server, it's using the service account for your SQL Server Agent. In this case, your Agent service appears to be an automatically generated system account which does not have access to do everything the package requires.
You will either have to set up a proxy user, or change your agent service account.

SQL Server Timeout

I have a service that talks to local instance of SQL Server. I am getting an error
System.Data.SqlClient.SqlException:
A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: Named Pipes Provider, error: 40 - Could not open a connection to SQL Server)
This error happens intermittently. Since this is part of my continuous integration process its painful as I have to carry out whole build process again.
I would like to make this clear that I am not getting the issue every time its random in nature.
Please help me with this.
Have you tried toggling the various connection interfaces via the SQL Server Confoguration tool? I suspect you may be connecting via TCP/IP, which could be the subject of network issues elsewhere. Because you're local to the server, you could disable that interface and force the use of Shared Memory, which should help you troubleshoot the problem.
