WAMP Server 3+ - Putting server online with public ip address - permissions

Question

I have been scouring the web for atleast 2 hours and trying suggested fixes but to no avail, this is my last resort:
I have managed to get my server working on localhost, my local 192. ip address and when trying to access via my public ip address (151.225..) I am getting forbidden messages, my port forwarding is correct on port 80. I assume it is something to do with the directory permissions within the HTTPD.conf file, but as I am using the latest 3.0.6 version of WAMP there are lots of differences to the solutions I am looking for and I can't seem to see one for my version. I have reverted to the original config file. It might help to mention that I did manage to get the public ip address working for the phpmyadmin database which was a result! But, I reverted that config file back to default also, so I don't have the actual solution to that either. I will supply the default HTTPD.conf below and it might assist you...

WAMPServer 3 has a Virtual Host setup for localhost by default. This has the effect of making changes to localhost made in the httpd.conf file get ignored by Apache. If you want to make this available to the internet then do the following.
Using the wampmanager menus :
left click wampmanager -> Apache -> httpd-vhost.conf
This will open this file in your default editor

Save the file and restart Apache
left click wampmanager -> Apache -> Service Administration -> Restart Service
This assumes that your router has been correctly port forwarded
