Are you a solution .NET Core only or you use mixed xproj and csproj solution? Currently, Rider support to build a mixed solution only on Windows platform with installed VS 2015 and .NET Core VS tools.

The LosingEvent has been introduced in the Windows API contract V4 (Windows build 15063+).
It is not available on the Windows build you are using in your VM (14393).

If the event is absolutly mandatory for what you want to do, you will need to upgrade the minimum target platform to 15063. By doing this, your application will no longer be able to run on older OS builds.

The code coverage tools are installed with Visual Studio not the .Net Framework, so if you want code coverage you'll need to install VS on the build agent.
Depending on the version of Visual Studio you are using, you may not need an additional license for build agent. See the discussion Is a separate Visual Studio license required for a build machine? get more detail.

The same command doesn't throw this error when running on Windows 10. The application works fine on Windows 10.
Nano Server does not have kernel32.dll and advapi32.dll so code that is not linked against default libs won't work. You need to either link your code against onecore.lib or install reverse forwarders.
Reverse forwarders redirect calls to kernel32.dll/advapi32.dll APIs to the counterparts available on Nano Server.
On some OneCore systems (e.g. Win10 IoT Core on Raspberry Pi 2), reverse forwarders are installed by default. This is not the case in case of the Nano Server, since the goal is to make it as small as possible. Hence the need to install reverse forwarders manually if you need them.
To relate this to Asp.Net 5 - both Http Platform Handler and Kestrel (or to be more specific libuv) are linked against default libs. Therefore, to run Asp.Net 5 on Nano, you need forwarders, unless you use WebListener (which should work fine without forwarders).
Hypothesis
You mention that this application is working fine on Windows. How are you running it on Windows? There's a good chance you are using dnx451 and not dnxcore50 (CoreCLR) as your target platform.
This is a problem because you are publishing for CoreCLR. (--runtime dnx-coreclr-win-x64.1.0.0-beta8), and there's a good chance when you are running locally, it is using the full .NET framework.
Does It Work with CoreCLR on Windows 10?
Here's what I'd do: Try to run the web app in the Developer Command Prompt for Visual Studio 2015 using dnx.
Switch to the CoreCLR version of .NET using dnvm:
dnvm use 1.0.0-beta-8 -r coreclr
Restore packages
dnu restore
Run
dnx web
If this fails, we know what is the issue. If this succeeds, there's a chance that Nano doesn't provide the native Windows APIs your code is trying to execute. If that is the case, you have to identify the code that is causing this and use something else.
How to target only CoreCLR in Visual Studio
You can remove the dnx451 target from your project.json so that Visual Studio is forced to use the dnxcore50 (CoreCLR) version. Ideally we want to be running the exact same version / environment we are publishing to.
Problem:
When I want to run a project from within Anypoint Studio I am encountering a problem. This project was originally setup in Eclipse Juno with the Mule IDE plugin.
From within Eclipse Juno I was able to run the mule-config.xml on a local installation Mule Server.
Now I have upgraded to the latest Anypoint Studio (5.3.1; I have both the standalone and the plug-in with Eclipse Mars). I was successful in importing the project in the Anypoint environment and building it with Maven.
In both (standalone and plug-in) I am not able to run the project. When I try running through ‘Run Configurations’ I get an error where it complains that a resource is not available. But I don’t understand this error, because the resource /XmlProxyValidationFilter it is complaining about is a custom filter within my project in src/main/java which is on my build path (all included, none excluded).

What I have tried:
In Run-configurations I have chosen my project in Mule domains/projects (expecting it to be added to the classpath) and Mule Server 3.4.0 CE as Target Server Runtime (same runtime as with successful Maven-build).
In Run-configurations tried to add the missing resource to User Entries on the Classpath tab.
I have found a suggestion to try in this question, but I am not sure how to do this since I use Maven integrated in Eclipse. Therefor I have tried converting my project to a Maven project (I think this is a function specific to the Anypoint plug-in) but this does not solve the problem.
Tried to find similar problems for possible solutions, but only the above came close.
Question:
Any ideas why I am getting an error about a missing resource when I try to run the flow, while this resource is in my project-folder and I can build the project without problems with Maven?

I have deployed a custom TFS eventpoint to our production webserver. The server does not have the TFS sdk installed so I had to find and bin deploy all dependant dlls. For some reason, when the application tries to contact TFS using the TFS client, it is thrown a missing method exception only on the server. Does anyone know how to get this web service running on a system without installing the full SDK?
