I am not using beta Xcode software. I have always been able to submit to the app store regardless of mac osx version, as long as I used the latest GM Xcode release. All of a sudden, from what I can tell, a few days ago itunes connect is now failing when submitting for review.
Before you respond by "You cannot use beta software to submit applications to the app store" please read the official copy from Apple.

that are built for beta versions of operating systems will not be
accepted on the App Store and Mac App Store. Apps that you submit
should be developed using the latest version of Xcode from the Mac App
Store and should be built for publicly available versions of iOS, OS

Xcode becomes available, use it to develop your app for submission.
When GM seeds of iOS, OS X, or watchOS become available, build your
app for these versions.
Nowhere in this text requires you to build ON publically released versions of OS X, and has never been the case.

Apple has now announced Xcode 6 (and iOS 8). I currently have Mavericks on my Mac (and am not planning to upgrade to Yosemite yet), and am wondering if I can download the Xcode 6 dev preview, while still maintaining my current version of Xcode 5. This is so that I can use the new Xcode 6 features, while still being able to work on, and upload, my current applications. Is that possible?
Also, if I update my phone to iOS 8 Beta, will I be able to run apps from Xcode 5, or only Xcode 6?

Even I use Mavericks, I installed Xcode 6. In order to be sure about my maintenance projects, I've also downloaded Xcode5.1.1 from Apple developer portal, copied it into my Desktop, renamed it as XCode 5.1.1 and then moved it to my applications folder.
I have both versions at the moment without any issues and can also select the version of Xcode while opening an existing Xcode project by using open with menu feature.

Xcode 6 Beta Release Notes
Xcode 6 Beta requires a Mac running OS X version 10.9.3 (or later) or 10.10.
I think its possible that you can do all things you was able to do with Xcode 5 but I will tell you when my xcode 6 download is finished.
You may install XCode 6 Beta on OS X 10.9.3, and I think that you'll need XCode 6 in order to run iOS8 apps.
One thing that you didn't ask, but that you should keep in mind (as you mentioned your phone):
Devices updated to iOS 8 beta can not be restored to earlier versions
of iOS.
i've installed Xcode6 in Mavericks and iOS simulator crash with message : Unable to boot the iOS Simulator. :-(
You can download the preview of Xcode 6 and use your existing installed Xcode 5 side by side without affecting anything you're doing. Just make sure if you click on a project file that you open it in the correct version of Xcode.
Download xcode dmg file from Apple's developer site. Install it in a different location other than the Applications folder. There you go !!
I want to use the latest OS X on my Mac Pro and work with iOS 7. Will I have any problems if I update my Mac Pro to Yosemite?
No that won't be a problem and you can even use Xcode 6 with the iOS 8 SDK and simply make the deployment target iOS 7.
However if this is your only machine you are in danger of breaking your only programming resource; better is to install Yosemite on a spare partition and leave Mavericks in place until Yosemite is more stable. You can then dual-boot as required.
You won't be able to install Xcode 5 on OSX Yosemite via the app store "because the version of OS X is too new". I'm not sure what happens if it was already installed when you upgraded though.

Is it possible to update iOS simulator to the latest version of iOS? Now it is 7.0.6, but my simulator is 7.0.3, I have XCode 5.0.2 and updated all downloads in Preferences.
Apple has not released any further 7.0.X SDK than 7.0.3. The reason for that is because the API has not changed, and neither has behavior changed significantly enough to warrant a new SDK release. 7.0.6 in particular is only a security update and would not be applicable to the simulator at all; the simulator uses the underlying OS X infrastructure for network connections. You should wait for the upcoming OS X security fix.
You can, however, download beta releases of Xcode 5.1 with 7.1 beta SDK, and make sure your app is ready for the upcoming iOS 7.1 release.

We have just released a new version (v1.5) of our app on AppStore, this version was built using Xcode 4.6 using base SDK 6.1, supporting iOS 5.0 as minimum version. Now the problem is that iOS 7 users are unable to install the latest version (v1.5), however they can see 1.5 version on AppStore but when they install it they get 1.4 version.
Note: We submitted this app using Xcode 5.0 as Xcode 4.6 just got stuck in the middle...
Apple is currently reviewing apps with iOS 7 devices. So they have (with very high probability) reviewed your app on an iOS 7 device.
If the app has been recently released, then it may only be that servers need some time to refresh. If it has been a long time since the app was released (more than one day), then you should contact Apple support and ask them to see what is going wrong with their App Store system.
Unfortunately the issue was sporadic, it happens with those users who use "App Store" mobile app to install our application. App Store displays latest version in the App-Store app but when they install it they get a previous version on their devices. Then again if user launches "App Store" he is able to upgrade to the latest versions. This issue doesn't effected our existing customers but the new one (those who have deleted the app from their device also experienced similar issues). We had a long conversation with Apple on this issue over emails, finally they admitted that it was due some problem at their end.
Now it is fixed for our app and we no longer have this issue for current release. I hope this post will help to someone having similar problem.
How can I obtain and use 10.6 as base SDK in Xcode 4.5.2?
I downloaded Xcode 4.5.2 from the Mac App Store (through a link on the Apple developer site).
Is there a way I can somehow download the 10.6 SDK separately and start using it as a base SDK?
Strangely enough, I can download the documentation for the 10.6 SDK through Xcode's Preferences window, but not the SDK itself. Any ideas?
No, you can't download the 10.6 SDK separately.
Is there a reason you can't use the 10.8 or 10.7 SDK?
Keep in mind that just because you build against the 10.8 SDK, that doesn't mean you can't also have that built application work on 10.8, 10.7 and 10.6. (This is often a cause of confusion among new developers). You control backwards-compatibility through the Deployment Target setting like shown in the image below.
By default, the deployment target is generally set to the same version of OS X as the SDK is, but changing it to 10.6, for example, should allow it to run on a machine with OS X 10.6. (Of course, you should really test to make sure that's the case).
Download xcode with MacOSX10.6.sdk. Now copy MacOSX10.6.sdk inside /Applications/Xcode.app/Contents/Developer/Platforms/MacOSX.platform/Developer/SDKs
Its also working fine with Xcode 5.0.
