Wamp server online but connection timed out to localhost - apache

Question

I would like to access my localhost and phpmyadmin. I've installed WAMPServer to do so.
WAMPServer is installed and when open goes green.
That takes some time and I have to go to apache -> service -> instal service to go from orange to green but then it works.
But till now I can't access my local host. When accessing http://localhost/ or http://localhost/phpmyadmin or even when pressing localhost at the WAMPServer menu, all what I get is "This webpage is not available, ERR_CONNECTION_TIMED_OUT".
I have been working for days on this to fix it but no use. I know that a lot of people had the same problem here and asked many questions but non of the solutions written did help. I did have iis using my port 80 and I made the port empty. I had skype using it and also fixed it.
Now when I test port 80 on wamp server it gives me Your port 80 is not actually used..
My wamp icon is green, my internet is on, my firewall and antivirus turned off. I'm using windows 7, wamp server 2.5 64.

My server had this problem either. After set the firewall rules it fixed. Here is the solution:

open the "firewall with advanced".
go to inbound rules.
click on "new rule".
select the "Port" option.
click "next"
select "TCP" option.
select "Specific local ports:".
type "80" in next text box (Change the port number to yours.)

select the "Allow the connection".

This sounds very odd.
You should not need to do this
wampmanager -> apache -> service -> instal service
ever unless you are doing something very odd so that makes me think that maybe you are missing the MSVC runtime libraries required to run this version of Apache.
Look at your Control Panel -> Programs and Features for these lines
For Apache 2.4.9 you need the Microsoft Visual C++ 2012 Redistributable
This image is from a 32bit Windows so yours should have (x64) rather than (x86) following the name.
You can download this runtime library from here
I personally think it is a good idea to have all the MS C/C++ runtimes installed as they are used by any program that is compiled with microsofts C++ compiler. And if you are running a 64bit windows having the 32bit and 64 bit libraries is also a good idea, as afterall windows64 will run 32bit apps.
Based on your updated info
It would appear that something has already captured you port 80.
First test if this is correct by changing the Listening port used by apache.
Edit httpd.conf using the wampmanager menus like so
wampmanager -> Apache -> httpd.conf
Now change these 2 lines
Listen 0.0.0.0:80
Listen [::0]:80
to use another port like this
Listen 0.0.0.0:8080
Listen [::0]:8080
Restart Apache or WAMPServer, if its not running.
If Apache now starts then port 80 is getting captured by something else
So run these 2 commands from a windows command window started using Run as Administrator
netstat -anop TCP | find ":80"
tasklist /FI "PID eq 999" /FO TABLE /NH
replacing 999 with the PID number from the previous command that is using port 80. The PID is the last number on the output from command 1
This should report the program using port 80
Based on you saying you had IIS installed
IIS normally comes with all sorts of other stuff that uses a MS port sharing util that allows all these to share port 80. Unfortunately Apache does not use this port sharing.
So you will also have to look for all these and stop them as well.
