Your question is kind of hard to understand. There is not a given "best" binding configuration for all wcf services (in that case it would be the only one) - it all depends on your application and the requirements on your application!

If you want speed I would go for netTcpBinding if it should serve over Internet if you don't need that named pipes could be an option.
Request / min? Depends on what your service does? But the architecture/binding will definitely server more then 200 request/min. See this blog post:

WCF with GZipCompression

I am passing the data to front end via WCF and binding the data using jQuery binding. From WCF I need to pass large amount of data,so it takes so much time to load. By going through other posts I come to know that GZip could be used for this. But I am not aware of the process. Please do help me on this.

There are two common ways of compressing large output in WCF:
Configure IIS to use compression. First, the compression feature has to be included in your server's install (not the default). How to implement .NET code library as a service layer - sharing same BL/CRUD between several applications

Setting: I'm developing an intranet tool set for my department, the main point of which is to centrally manage data quality and accessibility, but also to automate and scale some partial-processes.
Problem: I currently have my business logic in a CLR assembly, which is available on my SQL-Server for other CLR assemblies that run automated ETL directly on the SQL-Server. I am also developing an intranet site, which also needs the code information in that business logic assembly, but referencing the CLR assembly code has been working out sub-optimally, in terms of deployment and code maintenance. Also another department has voiced interest in using the code-base and data for their own intranet site.
Question(s): I've read quite a few Q&A(1,2,3,4,...) on SO to this topic, but I find it a very encompassing, so I'll try to ask questions for a more specific case(i.e. a single BL and Data Access code base)
Is a WCF service the solution I want? All my potential service clients run on the same server, is there maybe another way to reference the same code base both in CLR assembly and website projects? I don't need support for different platforms(ex. Java) - everything is .NET(yay for in-house progr!) - is WCF overkill?
Can code from a WCF service be used like a class library, or do I need to program a new way for accessing classes/methods from the service?
Separation of Development, Test and Productive instances?
Can a WCF service be updated while clients are accessing it, or do I need to schedule maintenance windows? When I update the service, do I need to update the client as well in some way?
Can I dynamically set the service reference, like I currently am dynamically setting the database connection string, depending on if StageConfig = dev, test, or prod?
My CLR assemblies are written for .Net 3.5, but the websites for .NET 4.0, will that pose a problem?

OK, so you want to make your code enterprise-wide. There are two fundamental problems to talk about when you want to do this, so I'll structure the answer that way:
You have to understand what WCF is all about.
You have to manage your dependencies correctly.
What WCF is about
WCF is a way of doing RPC/RMI (Remote procedure call/remote method invocation) which means that some client code can call code that is located somewhere else through the network.
A callable WCF service is determined by the ABC triplet:
The service specification is implemented as a .NET interface with a "ServiceContract" attribute. This is the Contract ("C")
The "location" of the service is determined by a pair : Address ("A") and Binding ("B"). The Binding determines the protocol suite to be used for communication between client and server (NetPipe, TCP, HTTP, ...). The Address is a URI following the scheme determined by the Binding ("net.pipe", "net.tcp", "http", ...)
When the client code calls a WCF service at a specific Address, with a specfic Binding, and a specific Contract (which must match what the server at the specific Address and the specific Binding is delivering), WCF generates a proxy object implementing the interface of the contract.
The program delivering the service is any .NET executable. It has to generate one or many WCF Hosts, that will register objects or classes that implement the service contract, and asociate each delivered service to a specific Address and Binding. (possibly many thereof)
The configuration can be through the app .config file, in which you will be specifying ABC triplets and assotiate these triplets with a name that you will use in your application. You can also do it programmatically, which is very easy.
WCF does not address your problem of deploying your application, or the configuration of addresses and binding. It just addresses the problem of letting two executables communicate with each other with strongly-typed objects (through a specific interface). Sharing the service configuration is up to you. You may use a shared .config file on a Windows share, or even set up a LDAP server that will deliver all the data you need to find your service (namely A and B).
Managing your dependencies correctly
In your scenario, there are three actors that want to use your WCF infrastructure:
Your SQLCLR assembly, which will be a client.
The intranet site, which will be another client.
The service host, which will be a server.
The bare minimum number of assemblies will be 4. One for each of the aforementioned actors, and one specifying the contract, which will be used by all three actors. It should contain the following things:
The interface specifying the contract.
All types needed by the interface, which will of course be sent through the network, and therefore must be serializable.
There should be nothing more in it, or else, it will be a maintenance nightmare.

Everything is overkill. WCF is rather easy to use and scales down very well.

Setting up a WCF on existing code requires only the implementation of an additional class, and some code creating the Hosts which will serve the aforementioned class.
Calling a WCF service requires the creation of a Channel, which is a .NET (proxy) object implementing the interface.
So basically, your business code remains in the same state.
Separation of Development, Test and Productive instances?
WCF does not take care of that. Different environments, different service addresses. You have to take care of this yourself.
Can a WCF service be updated while clients are accessing it, or do I need to schedule maintenance windows?
It depends on your maintenance policy. Kill the serving process and launch the new version is the basic upgrade mechanism.

What flavour of WCF to use with Windows Phone 7

I'm pretty much a novice as far as WCF goes and I'm trying to figure out which type of WCF project to create for use by my windows phone 7 application.
There seems to be :
WCF Service
Silverlight-enabled WCF Service
WCF Data Service
As far as I can tell - #1 is an older variant, requires more configuration and an interface. #2 has some switches turned on that are required by Silverlight. #3 Talks to an entity model.
I am using an entity model so #3 looks good, but the examples I have seen look like it exposes the whole entity model. I want to pick and choose what tables to expose, plus create my own service methods using linq to join tables. Can #3 do this?
#2 looks better than #1 as it does not seem to require an interface and seems to have less configuration.
#1 looks most configurable which is both a good and bad thing. I guess this is my fallback position.
Any advice?

What you're running into relates to the fundamentals of Silverlight (at least as it stands today.) Your conclusion is correct - the "Silverlight-enabled WCF Service" is probably your best bet for a quick service to call from the Phone app, but I'd like to offer a different take on the rationale.
Silverlight only supports a subset of the communication options offered by WCF - it only allows BasicHttpBinding, whereas WCF offers a whole lot more, including support for "enhancements" that are part of the WS-* specifications. As a result, you need to set certain flags and make certain choices in your WCF services in order to make them consumable by Silverlight. By using the "Silverlight Enabled WCF Service" template, that work is done for you. This also means that if you want secure web-service communication with Silverlight, you have to use/set up HTTPS.
As to the interfaces, etc., actually that works across both options - the need for setting up the ServiceContract vs "implying" it from the defined operations came around .Net 3.5 SP1, if my memory serves me correctly. Note that while "regular" Silverlight also has support for communicating with TCP-based WCF Services, I believe the phone does not.
Now for choice #3 - the WCF Data Service (or the artist formerly known as ADO.Net Data Services.) What this does for you is sets up a REST-based service to expose your backend data (where the previous 2 options are more/usually SOAP-based.) More details and introductory information on this can be found here - http://msdn.microsoft.com/en-us/data/bb931106.aspx. Now these services typically leverage plain old http, and are definitely consumable by Silverlight and the phone; also their payloads are lighter weight than the SOAP counterparts.
Whether or not to use REST or SOAP is a design choice - the SOAP approach is more RPC-like (define methods in the service that get called to perform specific actions with specific priorities), the REST option is more OOP-like, with some "auto-magic" thrown in for good measure. The thing about "auto-magic" is that you really do need to understand the magic (and its limitations) before you start, or your design could likely fail to meet your requirements.

Can you use WCF Data Services (ne OData, ne Astoria, ne ADO.NET Data Service) with NetTcpBinding?

I'm looking at creating a data query WCF service over a slow satellite connection and I really like WCF Data Services. The problem I see is that HTTP is a very verbose format and since everything I'm doing is internal and .NET, is it possible to use NetTcpBinding instead to reduce some of the overhead?
Is this even possible? Advisable?
While researching this on my own, i ran across the MSDN article on Self-Hosted WCF Data Services. This article notes that you can host the service with DataServiceHost which still requires HTTP (it's derived from WebServiceHost).
But you can also roll your own host using IDataServiceHost. Here's an excerpt from the MSDN article:
For cases where the WCF host

can also define a custom host for a
data service. Any class that
implements IDataServiceHost interface
can be used as the network host for a
data service. A custom host must
implement the IDataServiceHost
interface and be able to handle the

The article seems to suggest that MS has properly segrated data-service responsibilities from network interface responsibilities. If that's so, then I should be able to write a NetTcpDataServiceHost. Has anyone ever written a IDataServerHost? Any suggestions?
No, WCF Data Services are built on top of REST, and REST itself is very intimately and completely based on the HTTP verbs like GET, PUT, POST etc. - you cannot run those over NetTcp, since those are intrinsically tied to the HTTP protocol stack.
Maybe there are other options for you to reduce the data being transmitted? Tweak your objects - trim the fat, if you can - both on the number of rows retrieved at once, and the number of attributes/data fields transmitted. That's probably you're most promising approach.

How to Consume JSON Web Services from a Windows Client

Is it possible to consume a JSON enabled WCF Web Service from a standard Proxy Client (i.e. not JavaScript)?
Basically I want to minimize the payload size between 2 web services.
Yes, it is, if the service interface definition on the client side is setup correctly (i.e. the RequestFormat/ResponseFormat properties of the WebGet/WebInvoke attribute on the operation contracts are set to Json. Also remember you'll need to use the WebHttp or WebScriptEnabled behaviors on your client.
Notice that JSon won't necessarily be most efficient given the current implementation in WCF; there are definite trade offs you'll be making. There's a good overview of it on this article.
