I've an app that has been 6 days since I committed last time, I want to commit a new version as soon as it has been passed.
There's no email notifies from apple.
I have to check every several hours.
How to determine or monitor apple itune app review has passed or rejected?

Log into iTunes connect (https://itunesconnect.apple.com) and click on Manage Your Apps:
From there you can choose from your apps to determine the status.

I made an android app and want to sell it for free on google play store. But developers account cost 25$ which i don't want to spend right now because I don't want to gain profit from my application. Is there any way to post application free on play store.

I have my app certified and it is in status ready to be published(because i have selected publish manually).
Now how should i publish the app??
And how long will it take to get the app in app store after publishing??
According to MSDN (Understanding app and in-app product submission) it should be pretty easy:
8. Ready to be published
Your submission has passed certification and is ready to be published
to users. If you are publishing manually, on your app’s or in-app
product’s Lifecycle view, click Publish.

Can't upload application on itunesconnect during today. I have uploaded one application successful but can't upload other one (network connection error or request timeout). Is any solution for this or just wait till apple fix this?

In an app I need to download an xml(metadata for form to be rendered) from remote and then render a form accordingly. I wonder if this is allowed under apple guidelines as so far I did not encounter any such thing in HIG guidelines.
Any help is highly appreciated.
I think its allowed (I don't see any reason to reject such apps). In few of my apps I am rendering forms based on some conditions.
Yes, it is allowed as long as the content you render dynamically, is okay as far as the guidelines are concerned. You may compare this to having a UIWebView load dynamic content off of the web.

Does Apple allow requesting promo codes for apps rated 17+? [closed]

My only app with a 17+ rating has the "Request Promo Codes" button disabled in iTunes Connect. I checked Google before contacting Apple and it seems that in 2009 Apple temporarily disabled promo codes for 17+ apps. Does anybody know if this is in effect again?
I have checked the following:
I didn't use all the app's promo codes
My user has the required "legal" status
Unfortunately this is the case. I don't know why, but since about last weekend, it's no longer possible to create promo codes for 17+ Apps. I've contacted Apple to ask them about this, and they confirmed that this is the case.
I've already asked Apple if they can change this again, and hopefully some more developers will do this.
