How I can add new module to odoo 15

I am new to Odoo and I need to know what is the basic steps of adding a new module.
More specifically I need to know how to add custom modules to the addons-path.
In Odoo document they explain this step as this
$ ./odoo-bin --addons-path=../custom,../enterprise/,addons
but did not work for me.
For adding a new module you should do these steps:
Build your module with your written code or scaffold command.
Add the module path in your config file at addons-path = '',''
Change your URL like this: http://localhost:8091/web?debug=1
Go to apps and from up tabs
Select update app list and refresh your page.
Now you can see your module in the apps.
If you are not getting your custom module in Odoo after adding the path then you can try to add the full path of your folder into addons-path.
To get the full path of your custom folder just right-click on the folder and go to properties and find the path of your folder.
Also, you have to make sure to Apply the Update App list in your Odoo App Dashboard after restarting the server with custom addons.

odoo.sh warning when creating new module : invalid module names, ignored: shelter

I am new to Odoo.sh.
When I use the editor to create a new module using the scaffold command
odoo-bin scaffold shelter
The module is named shelter, however, when I try to update current module,
it shows warning:
odoo.modules.loading: invalid module names, ignored: shelter
When i connect to the build, I was not able to see the new module I build under apps.
Anyone know where the problem is?
Question updated:
In odoo sh, under odoo folder, tried the update all module command
In terminal, the warning shown above went away.
However, still no module found named "shelter" after I activate the dev mode and update the apps list.
no module found
Value of conf file listed:
conf file list
well The user is answered in comments. so I am adding the answer for documentation purpose.
when scaffolding a new module make sure that it is added in addon path or listed in odoo configuration file.

Can't install yiidebugtb extension in Yii application

I have downloaded the yiidebugtb extension and put it in the protected/extensions directory, so the path to the XWebDebugRouter.php file is protected/extensions/yiidebugtb/XWebDebugRouter.php. Then I updated the main.php config file so that I added this line 'application.extensions.yiidebugtb.*', in the 'import' section, so this extension is loaded automatically.
However, when I try to access the main page of my application I am getting this error
include(XWebDebugRouter.php): failed to open stream: No such file or directory
in YiiBase.php(421). Anyone could help? Thanks.
The directory
protected/extensions/yiidebugtb
had incorrect access rights. It only had rwx------, after chmod to rwxr-xr-x it is alright.

i am not created this project , it is a existing project nee to add some fetures
all symfony command is not working inside the project , it says the same error "you must be in a symfony project". what error i made please help me

Seems you are missing the project file itself. In your project root, a SYMFONY file should exist. The command line tool checks for this.
If you google a bit for your error message you will find several references on this.

Getting jQuery Error on using ezzeelfinder

Hi I am trying to use ezzeelfinder as file manager
I am getting the following error:
TypeError: jQuery(selector).elfinder is not a function
Query(selector).elfinder().elfinder("instance");
I am using the exact code from the Yii extension website. I do not know what is going wrong, I am using windows 7 with Apache (XAMPP)?
Continuing our discussion from previous ElFinder question let me try to explain more.
Can you look at what is inside elfinder.min.js file included from assets directory (you can use Firebug: Net tab > expand request of /assets/abcdef/elfinder.min.js > Response tab)? It wasn't a script (but some HTML with error) when I've reproduced a problem with such error. So if this JavaScript file is not included then there is no elfinder method extending jQuery and the error message you receive is fair.
Seems to me that this one is a permission issue. elfinder.min.js file cannot be published to assets directory for some reasons. Make sure that all permissions to elfinder.min.js file WITHIN extension's directory are granted. After granting the permissions to this file clean up assets directory and try again. At last, check whether the script has been really published to assets directory and has granted permissions there.
I don't know whether it will be helpful for you but I have an archive with demo files that can demonstrate extension's basic usage (made under Ubuntu though): http://ezze.org/yii/ezzeelfinderdemo.zip
Extract the contents of this archive to the root folder of Yii basic application created from command line using yiic script.
