It says in the app agreement that a competing social network has to get permission to export user data to their website. I noticed that sites like Pinterest and Myspace etc. can do this, did they have to get permission? How does one do this?

I've contacted them for other issues that way and eventually got a reply. It might work for you too. I'm not aware of a direct email address.
There is also a fairly vague section on contacting Facebook here: http://developers.facebook.com/policy/contact/

The image describes itself the objetive:
If someone doesn't understand, I want to create a register box which registers the g+ email into a database with the respective user's data.
It's called OAuth. Usually we use an external provider (such as Google, Facebook, Github, etc.) to identify the user, so you don't have to. The user don't have to give you his password, because you use access tokens to request the user's data from the provider's server:
You can read more and find implementations here.
On the image, you probably see the Google's OAuth2 service.

Facebook has committed to a 90 day break warning, but you have to actively follow their blog or rss to stay on top of things. I know that this new fangled thing called twitter would be a much better way to allow people to subscribe to such alerts. I use it with Assembla, Zend, Doctrine, etc... and it's much more efficient and timely than having to spend time trolling through all their idiosyncratic reporting blogs or forum posts.
Does the facebook already have a twitter feed specifically for this? If so, what is it?
http://twitter.com/#!/fbplatform is about as close of a resource that I think you'll find.
Watching the platform page and blog on FB is still probably your best way of keeping up with what's going on.

I was wondering how I could set up a computer (windwos xp) or browser to allow access to only 2 or 3 websites? I know where I currently work they have 'email stations' which are computers will access only to the company homepage and email login. Please let me know any ideas you all have.
Thanks!
This is accomplished by using a proxy. There are several free, open source proxies (such as squid and varnish), but it may be easier to look at some of the for-pay solutions for parental controls. I looked at net nanny before for some customers, and they were happy with it.
McAfee has some parental control software built in to its standard PC protection package.
It allows you pretty easy control over home much time can be spent online and what kind of sites can be accessed.
You can download a free trial on the website. Its worth a try.

I would like to know if stackoverflow has api's that can be used as plug-ins to be put on other websites ?
Lets say in another forum , a guy posts a question , is it possible to use any api and transfer the question to stackoverflow and then transfer the answers back to the forum ?
Yes
http://api.stackoverflow.com/1.0/help
Yes, there is an API, but it can't be used as you describe. The API is read-only in its current version (1.0), so you can't create or edit posts yet. See StackApps API Documentation and Help for information on what capabilities the API gives you.

I am wondering about how to enable anonymous posting of question and answer in a OSQA website, like stackoverflow.com does. If OSQA does not support this feature yet, can you please give me a short brief on how can I implement a such feature like that?
Currently users, that are not authenticated cannot ask questions, post comments and answers. Actually the whole concept of Q&A community is based on user authorization. Just try to imagine a "community" where the one who asks is unknown (or call him a guest, if you like), and the ones who answer and comment are also unknown users.
Personally I don't think that the registration process is painful. Actually it's maximally simplified and users can get registered in less than a minute. Anyway, will be glad to hear how you think it can be improved.
