To be more specific, i am looking for a 'springboard' template. I have seen a couple of GitHub projects which allow creating similar controls in less time, but none for the springboard( Old Facebook type app).Any help is appreciated!

You can find the source code for all the frontend code inside their repository: https://github.com/n8n-io/n8n/tree/master/packages/editor-ui
The editor-ui folder inside packages is what you are looking for.
The app is written using Vue.js ans it's very easy to understand. You can see the n8n-theme*.scss files in the mentioned folder that could be a good starting point.

DevExpress is probably the best free controls library. And you can find a great TabControl in it. You will have to add it manually to the toolbox.
You have to register for a free license to download it. The download page is still online and working as of 2012-03-22, but cannot be reached by navigation on their website any more:

Telerik is a known control developer, offers some controls for free.
Component Factory is another good option.
As of Developer Express v2011 vol 2 (at least, probably earlier), the Tab Control is not free. Used to, you could put it on a form and run without a nag screen. Not the case now.

I'm searching for an open source runtime form designer (for SCADA, not searching for html designer), which is somewhat similar to modern IDE WYSIWYG's. So far, my list is empty.
Requirements are crossplatform and C++.

Currently I'm using wxWidgets as the GUI platform. So the possible solutions are either open-source wxWidgets based form designer, or the wxWidgets component/lib.

Found the wxShapeFramework component which is I was looking for. At the moment this is the only option.
Maybe Qt would satisfy your needs. It is possible to extend it's functionality with new components. It's not out-of-the-box solution, but may fulfill this role.
How about Glade and gtkmm?

I'm going to use wxShapeFramework, which purpose is exactly as described in question (SCADA runtime form designer). Especially because the project is based on wxWidgets.
Sorry if this is well known but Googling for my answer only came up with links about making Google Wave gadgets.
My question is, are there any Google Wave gadgets that allow for better collaborative code editing? I mean, I can set the font to fixed width etc., but are their any gadgets designed for it?
Responses shouldn't include anything about git or svn. I use those when I want to use those. This is about Google Wave!

I'd start with the official community forum for SlickEdit macros.
After the community forum - I would find the macros directory and go to town looking at all the .e files. Depending on what you want to do - there is a lot of samples in the actual implementation (just the same way I would do it for emacs).
For example, many years ago I wanted to have something like 'project-load' (dialog that lets you open from all files in the project) but instead of project files - let me open any of the currently checked-out files (not just open, but also diff etc), went and found the project-load source and used that as a sample on implementing a similar dialog
