Microsoft proposed XPS, how its status compared to PDF? Is there any advantage of XPS over pdf?
XPS has almost no support outside of Microsoft Office apps. It is difficult to even view an XPS file on a non-Windows machine. PDF is supported everywhere (it's supported by OS X and iOS natively, even!), there are many PDF viewers and generators originating from multiple vendors, and the format overall has clearly retained its title as the de facto standard.

Is there any PDF writer for Windows 8 / Metro Application? I am developing a Windows 8 App and looking for a library that can generate PDF documents programmatically which can be used to print or email.
iTextSharp is a C# port of a Java library called iText. Most of the updated documentation you'll find on the web will be in Java, but the API remains basically the same.
See this Hello World example. Many others can be found here (or you can browse them sorted by keyword).
EDIT : it looks like some dependencies can't be fullfilled in the Metro env, so iTextSharp won't be a solution.

I need to get more information about FBX files.
Firstly, when I open an FBX file with notepad, I see many anormal characters. Some files look normal. But how can I fix the problem? And if you can help me, you can explain or link an FBX loader?
Autodesk own FBX, it is free (but not open-source) and the necessary libraries are available here. You will need to register to download them.
And FWIW, 30 seconds of net searching would have given you the result. Also OpenGL has nothing to do with FBX.

I have an App that is translated to four languages. I find that updating and maintaining the strings files extremely tedious.
Is there a way to edit different translations side by side similar to what IntelliJ provides:
(source: jetbrains.com)
I would also be happy with a simply MS-Excel to Strings conversion script, where the Excel would be the master and the .strings files would be generated.
These apps saved me from a world of hurt. There's no guide, so you'd have to figure it out yourself. The apps are free though and very well designed.

My company use a tool called Localization Helper from Mac App Store. I reckon it's pretty good.
How about Linguan?

What is the best IDE for Assembly programming in Windows? (It should work for either MASM, TASM, or NASM, although any asm will do=P).
Commercial or FOSS is fine.
i found this http://www.programmersheaven.com/download/23476/download.aspx
there is winasm as well , here http://www.winasm.org/
but i'll keep this post updated
RadAsm is a very good IDE. It comes with it's own resource editor for windows. It supports various assemblers and compilers.

We need to create a basic PDF reader running on J2ME. While there are several PDF libraries for Java, I'm not sure whether they support J2ME.
Does anyone know a working J2ME PDF library? If not, why it's so hard to make it?
You may use JPedal for Java ME. You can find details here.
