I have ASP.NET Core 2.2 app and I've been developing with VS2017, when I started using VS2019 the first thing that happened was the sln stopped building with error pointing to my .csproj files, for example

The cause is that in my csprojs I have certain .json files I need to be included at build time, so I have these lines in my .csproj file like below which worked fine with VS2017, but VS2019 complains. After I deleted these lines and everything worked in VS2019.

Then however after I checked my code into github, the build servers of Azure Pipeline, AppVeyor and Travis CI are not happy, they complain that my "plugin.json" file is not found. After some struggling, I was able to fix the build for AppVeyor by changing image: Visual Studio 2017 to image: Visual Studio 2019 in the yml file.
It seems like the build servers are configured with VS2017-ish configurations, unless you tell it to use VS2019 compatible configurations it will not copy over my json file thus causing errors. So far all Windows builds are fine, but the Linux and macOS builds on Azure Pipeline and Travis CI are not, for example here is a failed build on Travis, and message error MSB3030: Could not copy the file "bin/Debug/netcoreapp2.2/plugin.json" because it was not found.
Has anyone else run into this issue and how did you solve it?
Our continuous delivery set-up, until recently, was delivering Service Fabric packages using the following command:
msbuild SFApp.sfproj /t:Package
This was necessary because the target Package is unavailable at the solution level. I.e. The command
msbuild SFSolution.sln /t:Package
Fails, as the target does not exist.
As our dependency mesh grows, it gets to a point in which most interfaces projects will not build without a solution file (to work around the "OutputPath does not exist" red herring). There seems to be a way to do that according to this answer. Unfortunately, while targets like Clean work…

So the question is: how could I, using the Command Line, build one project using the Package target and the solution file?
Or how can I otherwise package a Service Fabric application from the command line?
It's bad idea to compile sfproj file(and any other project file) without sln, because it can bring wrong content to its output from referenced projects. Only solution has a knowledge about what project to compile in what configuration.
To make Package similar to "Right Click->Package" in VS:
Just add to your sfproj the following target

And then running normal build on solution you may trigger the package step by /p:ForcePackageTarget=true :

Actually it performs two-in-one steps, build and package, with respect to Solution Configurations on all referenced projects
MSBuild only supports a small set of target names that can be specified at the solution level. As you've discovered, Package is not one of them. You'll need to execute two separate calls to MSBuild: one which builds the solution and one which calls the Package target on the sfproj. The Package target of an sfproj has a dependency on the Build target so it will ensure that the sfproj and its project dependencies are built.
I had the same problem and fixed it by changing the Platform in the failing projects to explicitly build for x64.
Click Build > Configuration Manager and make sure that the assemblies are compiled for the x64 platform, that should also set the Output Paths in the corresponding .csproj files.
The actual command line action that is being executed is this:
"C:\Program Files (x86)\MSBuild\14.0\bin\amd64\msbuild.exe" "C:\agent\_work\1\s\Project\SFProject.sfproj" /t:Package /p:platform="x64" /p:configuration="release" /p:VisualStudioVersion="14.0"
Use the below script.

Service fabric requires Target to be set in x64 platform,
So change all you reference projects target to x64 platform.
you can do this by using configuration properties of your solution. If x64 is not listed in 'Configuration Properties' click configuration manager in the same window and under platform column for the required project add new project platform as x64.

We have had the exact same problem as you had and I have been looking around for a solution all over the web and did some experiments. Those are the steps that worked for us:
Don't manually add a target anywhere as suggested by other answers on StackOverflow. Not necessary. Especially in a CI environment, you want to build the projects separately anyways.
Prepare the projects in the Solution: Change the target platform for all projects to x64
Build the application
msbuild.exe SFAplication.xproj /p:Configuration=Release /target:rebuild
Package the App
msbuild.exe SFAplication.sfproj /p:Configuration=Release /target:Package
I'm not able to build solution incrementally. I checked diagnostic log and I found that every project containing workflows are always rebuild because of this:

Workflows are always recompiled, new temporary files are created and project is build again.

I'm building my projects using MSBuild 4.0. My projects are set to build with v3.5 TargetFrameworkVersion, unit tests projects are build with TargetFrameworkVersion set to v4.0. I tried to build it on different PC but the result is still the same. I also played with references in my projects. It seems to be like v4.0/v3.5 conflict, but I don't know how to fix it. Any ideas?
I found it. The root cause is wrong version of Workflow.targets file imported inside my workflow (.csproj) projects. Workflow.targets for .NET v4.0 was imported instead of v3.5. It should be related to projects upgrade from VS2008 to VS2010 I did some time ago.
I changed Workflow.targets Import from

to
<Import Project="$(MSBuildExtensionsPath)\Microsoft\Windows Workflow Foundation\v3.5\Workflow.targets" />

That error means that Visual Studio was unable to find some of the DLLs necessary to run DevForce's T4 generation. Probably the easiest way to solve this is by running the Dev Force installer. That will place the necessary DLLs in the GAC where Visual Studio will be able to find them.
I believe you can also add References to these specific DLLs on the project that contains your Data Model but I haven't done that because I prefer to have Dev Force installed on any machine that needs to run the T4s.
I am using the reportviewer control from VS 2010 to create client side reports (rdlc). Everything is working fine on my development machine, and when I manually compile (via VS2010) and manually deploy to a test machine that doesn't have development tools installed.
In order to get the test machine to work (without installing VS2010 or ReportViewer.exe), I had to add references in my project to Microsoft.ReportViewer.Winforms, Microsoft.ReportViewer.Common and Microsoft.ReportViewer.ProcessingModel and have them all "Copy Local".
I have the rdlc files configured for Build Action => embedded resources. This is the default setting when adding a new rdlc to the project. I am open to configuring this otherwise if this would resolve this problem (no idea if its related).
The problem: since adding the rdlc files, the solution no longer builds on the build server. I have installed ReportViewer.exe on the build server, and have verified that the required assemblies exist in the GAC. The .Net 4 framework is NOT installed on the build server--I don't think this is required because the solution targets the 3.5 runtime.
I believe the root of the problem is the following from the build log:

From what I can tell, Microsoft.ReportViewer.Common version 10.0.0.0 is what should be used to "compile" the rdlc, but MSBuild appears to be using 9.0.0.0. I believe if I could force it to use the right version (which IS installed in the GAC), the solution would compile.
This is because your Microsoft.Common.Targets file is pointing to the 9.0 version of the assembly.
If you look in [sysdir]\Microsoft.NET\Framework\v3.5 you will find Microsoft.Common.targets, which is driving a lot of what MSBuild does. This verion of the common targets file points to [Program Files]\MSBuild\Microsoft\VisualStudio\v9.0\ReportingServices\Microsoft.ReportingServices.targets forcing MSBuild to run with the 9.0 version.
When you installed .NET 4.0, you got a new common targets file in the v4.0.x directory, this new one now points to [Program Files]\MSBuild\Microsoft\VisualStudio\v10.0\ReportingServices\Microsoft.ReportingServices.targets which points to the 10.0 version of the ReportViewer assemblies.
The 10.0 ReportViewer is compiled against .NET 3.5 and intended to work in both 3.5 and 4.0. You could very likely get rid of the .NET 4.0 framework, and alter your 3.5 common targets file to point to the new ReportingServices target file, and it should work. In theory anyway, I've never actually tried it. You may be best off just sticking with 4.0, as that's what we intended when we designed the MSBuild support for the new viewer.
Just install Microsoft Report Viewer 2010 SP1.
I had a very similar issue. Just all of a sudden I could no longer build a VS2010 project that contained an .rdlc file. I wasn't converting any reports or using a report server, everything was local. I tried creating a brand new project and adding an empty new rdlc report and hit build and it wouldn't work. Just one day it stopped compiling and gave me the following error:
The report definition is not valid. Details: The report definition has an invalid target namespace 'http://schemas.microsoft.com/sqlserver/reporting/2008/01/reportdefinition' which cannot be upgraded.
Turns out the issue was my "C:\Program Files (x86)\MSBuild\Microsoft\VisualStudio\v10.0\ReportingServices\Microsoft.ReportingServices.targets" file had somehow changed. The top of my file was:

I changed that one "Using Task" line in the file and everything builds again. REALLY frustrating and it ate up two days of my life. Hoping posting this comment may help someone else in a similar situation.

I have tried re-installing all and it didnt work. Then, I tried updating Microsoft.ReportingServices.targets as per Jim's post but even didnt work for me.
At the end, I just copied Microsoft.ReportingServices.targets from other machine (where it was running without error). And surprisingly, it is working.
The additional difference I noticed while comparing, to change PublicKeyToken along with Version.
This may be the case for me only but Jim's post was much useful.

Turns out I did need the .Net 4.0 Framework, and more specifically the 4.x version of MSBuild, which uses the newer version of the Microsoft.ReportViewer.Common library.
So even if you are targeting the 3.5 framework, if you create the rdlc with VS2010 it will expect to be "compiled" using 4.0 tools.
I have the same problem: we using ReportViewer 2012 (version of assemblies starts with 11). Both on local machines and on build machine are installed ReportViewer 2012 package and VisualStudio 2013. On local machines compilation in VS succeeds, but on build machine during queued build MSBuild throws such error:

I tried to modify Microsoft.Common.targets from .NET 3.5 folder in way, that is described in this post, but no effect. Then I opened Microsoft.Common.targets from .NET 4.0 folder, and found there such strings:

The NetFx40_LegacySecurityPolicy was enabled in my devenv.exe.config, and when I commented this line out, the project built successfully.
We had enabled the legacy security policy on our team to enable our team to work with DevExpress 7.2 controls from within Visual Studio 2010, but in this case, it shows that the approach we took is not always the best.
I lost 2 full days of development due to a similar issue. On building my project it would succeed, but on rebuild it failed with no errors. On investigating the verbose build log in the Output window it directed me towards a problem with the rdlcompile function (so reporting services local report embedding issue). After trying every thing I finally manage to resolve the issue, but disabling my virus scanner. The Antivirus was somehow interfering with my rebuild and caused the rebuild to fail.
After disabling virus scan, rebuild works 100%

I just removed this file from my file system. The reports are simply ambedded no need to be compiled.
