Enter responsive design mode missing - safari

I just upgraded safari to version 9.0.3, one of my parners in another city reproduced an error on my website using responsive desing mode and iOS 9.1 iPhone user agent in a MacBook (OSX 10.9.5).
They were explaining me how to reproduce the issue by using the "Enter responsive design mode" in the develop tab but no matter what I do, that specific option never shows up. I already disabled all extensions and deleted my preferences (not sure if this helps). I tried the option + command + R shortcut but it doesn't do anything neither. I already tried reseting safari and restarted several times.
Where did this feature go?

Edit: 2nd screenshot:

According to Apple's Documentation, you have to be running OS X 10.11 El Capitan or above in order for Enter Responsive Mode.
With OS X El Capitan, Safari brings new tools and capabilities that let you create a better surfing experience with the Safari web browser.

As you are running OS X 10.9 Mavericks, you are not able to enable it.
Thus, you need to upgrade to OS X 10.11 El Capitan in order to enable Responsive Mode.

How to enable Safari ITP Debug mode

I'd like to force Safari to mark one of my domains as tracker with new ITP 2.0.
I followed the guide here https://webkit.org/blog/8387/itp-debug-mode-in-safari-technology-preview-62/
Since the new Technology Preview version (66) doesn't have ITP Debug mode I've used normal Safari 12.0 on macOS Mojave. After enabling ITP Debug mode and restaring Safari I don't see anything in logs as the guide suggest nor does setting
defaults write com.apple.SafariTechnologyPreview ResourceLoadStatisticsManualPrevalentResource example.com
have any effect (even with Safari instead of SafariTechnologyPreview). Do I need to change any other Safari or OS settings?
I've managed to get Safari Technology Preview 63 download link (https://secure-appldnld.apple.com/STP/091-99601-20180815-01EC2FD2-85EB-11E8-AB5B-AEA972136C40/SafariTechnologyPreview.dmg) via InternetArchive, ITP Debug mode works there.
Thank you Jakob. That helped me. To clarify your link, that version is only for OSX Mojave. Build 62 for High Sierra is available here: https://secure-appldnld.apple.com/STP/091-95878-20180801-01EC2FD2-85EB-11E8-AB5B-AEA972136C40/SafariTechnologyPreview.dmg
On newer version of Safari Technology Preview, or inside Safari 13.1+, you should use these updated steps for enabling debug, because the labels have changed: https://webkit.org/blog/9521/intelligent-tracking-prevention-2-3/
It says Catalina, but they also work for Mojave.

Sample Image Capture with Scanner to Yosemite

I tested the code page of Apple developers and does not work I nose if it is special because I'm testing on Mac osx Yosemite because when I try to view the scanners connected not show me none, but instead if you use the software company the scanner performs scanning me well, I would like someone to please could provide me an example that works in Yosemite to know where to begin and whether this well developed in Yosemite.
Regarding that does not recognize your printer Yosemite , try the following
No more scanning after upgrading to MacOS X 10.10

OSX App opens on some machines, not others

I have written an OSX 10.9+ app which works fine on all my test machines but two people with laptops have so far said the app opens (shows light under icon) but shows no window but will show the menu for the app with no drop down, it can highlight but does nothing else.
I can't for the life of me figure out why this is happening. I have checked Initial Controller is set in the storyboard. The plist looks ok. No complaints in console. Works on an old iMac from 2007, a Mac Pro 6 core and a New Retina iMac all with Yosemite.
Both cases where it doesn't open are on OSX 10.9.5
This is the screenshot of how it should look when opened:
The app is currently available for free, if anybody can shed some light on it I would be much appreciated.

Storyboards are not compatible with OS X prior to v10.10:
NSStoryBoard Class Reference
Availability
Available in OS X v10.10 and later.
I experienced the same thing with a project; only nib/xibs work for OS X < v10.10.

Where to download the latest Safari?

Does anyone know where on apple.com I can get the latest Safari? IE, Chrome, and Firefox all have "latest" version but I can not find a similar for Safari.
I would have guessed here, but no go.
http://support.apple.com/downloads/
You can't simply download Safari for OS X. You can get Safari updates that run on your installed OS X through the normal Apple Software Update or through the APP Store (I guess since 10.8).
Safari 6 is available for Mountain Lion and Lion only.
The latest version for PC is Safari 5.1.7. There's no version 6 available for PC. You can download it here: Safari 5.1.7 for Windows.
Safari for Windows is no longer developed. Since all links in existing answers are dead, or do not provide expected information.
I would like to provide a working link here -> SafariSetup

Safari browser - Mac vs Windows vs iOS

Can anyone let me know what is the difference between testing a Safari 5 in Windows vs Mac? Are there significant changes in how the page is rendered between windows vs Mac for the same version of Safari? If I test a page in Windows Safari, can I expect the page works exactly same in Mac Safari as long as Safari version matches?
Thanks
Not significant but there are subtle differences, it's difficult to list them as I think it will depend on the html/css and version.
I have noticed small differences on one of my sites in the past, but as I can't remember the details I've found another example that someone has documented.
Anyway, I've satisfied myself that the differences I've seen are too subtle to fully test every release on each machine (the budget is small!), only on major changes.
One small difference for instance is that the iOS version won't allow you autoplay of any media (audio or video) in its html5 player whilst the Windows and Mac versions do.
i notice few thing in windows safari and mac safari, when we choose an image in windows safari then its not display as preview but in mac safari its display as preview before upload.so File reader api is not supporting blog type.
