Error when trying to login to League of Legends Developer page - authentication

I am trying to make an app for League of Legends game using their WebAPI. Registered an account for LoL and when I try to access the developer page (to get API key), I get an error. It has been 2 days. The error simply says:
Unfortunately their developer forum require me to login to post, but since I can't login, I can't even ask about this problem in their forum.
Does anybody has any information on this? Thank you.
EDIT: Would appreciate it if the person who downvoted this question would explain why. The unicorn demands to know.

Here is the answer for anyone wondering. Turns out all you got to do is be patient and wait for a few days. In my case I tried login today and it works (I tried to login everyday). So it takes 2 days for me to be able to login after registration.
Hope this helps someone.

A strange problem with the last step of the Oauth2 authentication

Well like the title suggest I am having a strange problem with the api oauth2.0 I wanted to play with the API in the sandbox before deploying live like any sane person to start pulling call recordings. Well when I was setting up the Oauth and it was a pain but I got to work, or at least I thought until it asked me to add an address for the sandbox profile after accepting all the other steps in order to go any father. Every time I tried to add the address from the zapier login window it kept telling me it failed to try again later. I thought no big deal I will just add it from the user profile and well what do you know that didn't work either. I than made a new extension with a new number and email to see if it was just the account that was messed up, or if the dev account couldn't use the api for whatever reason but again no dice same problems all the way down. I even tried using three different browser to see if anything would change but no dice (not like that really matters everything is chrome based these days). I am wondering if anyone else has had this problem, did I miss something really simple that I am clearly over looking since I am running on 4 hours of sleep for the last two days.
If anyone could help I would appreciate it, love a very tired programmer.
In case anyone runs into the same problems, make sure when making a POST request to ring central you put the paramotors in the body of the request.

Getting access to the Google Pay API for Passes

I am currently trying to get access to the Google Pay API for passes. I am following the official guide provided by Google: https://developers.google.com/pay/passes/guides/basic-setup/get-access-to-rest-api
Unfortunately I can't even follow the first step, as the sign up form for Google Merchant seems to be offline. The URL where I expect the form just forwards me to an FAQ page.
Has anyone had similar issues lately.
Any kind of help or information is appreciated! Thanks.
Moving discussion from comment to answer to include image.
Hard to say if we're seeing the same thing. This is what I see when visiting https://support.google.com/pay/merchants/gethelp?visit_id=1-636549173956235486-3194546471&rd=4
Is this what you see?
You need to go straight to step 2. Access the API Console.

Unfortunately, there are no carriers available for your delivery address

We are aware of the current issues that are being experienced with Bluemix and are working as quickly as possible to resolve them. We sincerely apologize for the inconvenience.
For more information about the situation, please visit the following URL: https://developer.ibm.com/bluemix/support/#status
Update - July 2017: Please be aware that the Bluemix Status Page moved. It is now located at the following URL:
https://console.bluemix.net/status
Use the filter to list the specific category, region, and component information
If I google ibm BXNUI0303E, I find these as first results:
https://developer.ibm.com/answers/questions/267171/bxnui0303e-the-account-information-could-not-be-re.html
https://developer.ibm.com/answers/questions/238858/not-able-to-login-from-bluemix-login-screen-bxnui0.html
So, you are not alone, the solution is probably just to wait until they fix the problem.
I also found that this status page lists tons of services as "down" at the moment:

Yahoo YQL returning INKApi error

I am starting to get a little desperate: a few days (maybe a week or two ago) Yahoo API - YQL that was previously working correctly started returning INKApi error.
Specifically, I am talking about Yahoo Fantasy Sports (baseball) API.
I am definitely not the only one receiving the error. But Yahoo is not reacting to posts on their message boards, see:
https://developer.yahoo.com/forum/YQL/Fantasy-Sports-YQL-Console-returning-INKApi/1399927585884-7008ef4d-0696-4114-b789-1840b0f798ff

I tried to contact them through their contact form as well, but no reaction at all.
Does anyone have a solution for this? An idea about when (or if) Yahoo will address this issue? A direct contact to someone at Yahoo who could help?
Thanks.
I think contacting them is the only way so that they can modify their api and give you the developers what they wanted ..In my opinion we dont have anything to do witrh this..You must contact someone at yahoo..
See this link..https://developer.yahoo.com/forum/YQL/Fantasy-Sports-YQL-Console-returning-INKApi/1399927585884-7008ef4d-0696-4114-b789-1840b0f798ff
After more than a month, Yahoo mysteriously woke up and corrected the error. The API is working again (at least for me), so the problem seems to be fixed for now.
However, we should all be aware that their service comes with no guarantee and there is no way to contact them. So all developers should take this into account when trying to work with Yahoo API...
