I have a SP2010 server, I changed the password of the user that gets access to the DB and now the site is not working. Where can i change the password ?

I am unable to get the list of all the databases as it looks like my Azure Admin user privileges have been revoked after the admin user password was changed through the admin portal.
If I log into the Azure portal then I can see all the databases but through the Client Application like WorkBench - Admin users don't see any databases.
Please advise how to resolve this as it has been working fine prior to the admin password was changed.

The procedure you followed to reset the password by you is unknown at this moment. I would like to suggest you follow the procedure mentioned below.
then after clicking on reset password, change the password.
If the password is reset, the admin privileges will reset to default. that is the natural agenda. If the issue is still active, it is suggestable to raise the ticket to the support system.

I try to reset the password in Postgresql data base with this comande

Are you using the correct Alfresco's reset password method ?
Things have changed since Alfresco 5.1, you might be doing it the wrong way.
You globally have three ways to do it :
Set a user with a known password as admin :
in alfresco-global.properties set the alfresco_user_store.adminusername=username property
Configure the authentication component to accept all logins using org.alfresco.repo.security.authentication.SimpleAcceptOrRejectAllAuthenticationComponentImpl
Change the admin password in the DB (By following the correct alfresco's version instructions)
I have configured liferay to authenticated to OpenLdap. Cas, import and export is activated.
User create from OpenLdap can authenticate to portal, also is imported into Liferay. It seems importing process is ok.
When user try to modify an attribute other than password the data is modified on OpenLdap.
The problem is when user try to modify their password. Liferay ask for current pass and the new one. It get a error saying credentials an incorrect.
If i try to modify the password of the user with a administrator user, Liferay only ask for the new password. After that, the user with de password changed by de admin user can log in with the new password. So, it seems password is modified correctly on OpenLdap. If user, try to modify again the password, Liferay say that everything was ok, but the user cannot autenticate with the new passord, only with old password.
After that if I try to change de password again with admin user, Liferay say that everthing was ok but the user now cannot authenticate with new password.
I'm using Liferay 6.2 ce.
I have modified :
ldap.auth.method=password-compare
ldap.auth.password.encryption.algorithm=SHA
ldap.auth.method=bind

Compare is not a best practice for LDAP in general.
"Bind is preferred by most vendors so that you don't have to worry about encryption strategies."
Also there appears to be a bug in LifeRay that may affect your version.
I opened a demo xsp page and a window popped up asking me to input the name and password to login to the domino server. Then I entered my own id and password created in domino, but it didn't work. Only the Administrator name and its password worked. Anybody knows what's the problem? I already edited the corresponding ACL entries.

In order to use a database in a browser (no matter if classic notes web development or Xpages) one needs to meet several requirements.
First of all you need access to all NSF files that are used in the process.
As mentioned by Richard you either need to be mentioned in the ACL (namely or by group membership, or by setting -Default- and/or Anonymous to a level greater than No access).
AND the ACL has to allow Web- Access by not setting the Maximum Internet Name and Password to No Access
But this is not enough.
To be able to do authentication you do not have an ID- file in the browser.
You need a username and password. This password is NOT the password of your ID- file unless the admins choose to synchronize them using a policy.
It is the password stored in your person document in the names.nsf on the server.
But still these points are not enough yet: If you have access to the server with your username and internet password (can be tested by just trying to login to http://yourServer/names.nsf?open&login), then you might still not be able to access the application if -as umeli pointed out in the comment- the signer of the Xpage- application does not have enough rights to sign the XPages (Server document - security).
You see: There is a lot stuff to check. But if all of these points are OK, then access to the database will not be a problem anymore.
I omitted one reason for not beeing able to login because of your error description: If the Session Authentication on your server is configured for Multiple Servers (SSO) then you need to use the fully qualified internet host name of the server in the URL (or at least a hostname, that contains the SSO- domain), otherwise you will be redirected to the loginpage over and over again, even after supplying the right username / password. But as you wrote about a "Window popping up" I am quite sure, that Session authentication on that server is set to "Disabled"
You could be being rejected because of the
ACL of the NSF file not having the level of access required for operations performed in the code on the Xpage. I know you said you edited the ACL, but bear in mind that access also depends on the 'Maximum Internet Name and Password' setting for the NSF.

I am trying to change a password using the cPanel API. cPanel doesn't change the password if the username and password are the same. Are there any other cases when cPanel doesn't change the password?
You should check the log files for the reason
/usr/local/cpanel/logs/access_log
/usr/local/cpanel/logs/error_log
Your best bet might be to look at the regular user's documentation about changing passwords; it should point out what can't be done, etc.
