So when I used Visual Web Developer 2005 Express edition, in the ribbon there was a menu option for "Layout", which you could go through and select positioning and set absolute to default.
I am using Visual Web Developer 2008 Express now, and I see that you can select format from the menu bar, and set position > absolute, for each individual control that you add to the design surface, but is there a place I can just set absolute as the default, like in 2005?

Take Tools > Options > HTML Designer > CSS Styling >
Check 'Change positioning to absolute for controls added using Toolbox, paste or drag and drop'.
Then, in design page, select form, then in menu..
Format > Position > Positioning Style >
Select 'Absolute'.
Now you will be able to absolute positioning the components...

Infact, after I press "ok" button to confirm, it resets all value that i have changed.

I am using dark mode on SQL Server and I have tried to update the font and colors for the object explorer menu, but I seem to be unable to find the appropriate settings to update the menu colors from Options > Fonts and Colors.
Here is what my menu looks like when a right-click an object from the Object Explorer
Is there a way to update the text on the right-hand side so it's easier to read?

I don't think there is a solution for chaning the sub-menu color unless you can inject the dll / exe file of SSMS.

Odd question, but I can't seem to find a reliable answer on google. Is it possible for me to change the color of comments in SQL Server 2012 Management Studio? I am colorblind and need to better be able to identify them.

Click Options on the Tools menu. Click Environment, and then click Fonts and Colors.
In the right pane, make sure Text Editor is selected, and then from the Display Items below, select the Comment list item, and change the Item Foreground color to a color you can see, and save it.

we have a bit of code with "To Do" comments. Was wondering if there is a way to create a document either in VS or Word where I can describe what is planned and then create a hyperlink of some sort to the VB code?
Visual Studio has this already integrated. Go to the menu View and select there the item Task List (might be under a subnode Other Windows).
The Task List will be now shown. Make sure you select "Comments" in the drop down, to see all TODO's from the comments.
You could use file:// URIs in comments. VS will (by default) make URIs in code clickable unless you turn it off (Tools > Options > Text Editor > $language > Enable single-click URL navigation).
When using the design view in VS 2012, if you right click on an element and select one of the templates from Edit Template or Edit Additional Templates, it takes you to a new view within the designer.
This may be a silly question, but how do I navigate back out to the main view?
In Blend, I just use the little up arrow next to the template name but that doesn't seem to exist in VS.
One way to return is to double-click on the artboard, just outside the template area.
Another, that is more in line with what you are used to from Blend can be found in the Document Outline panel. There is that little arrow.
