Can I use the Google Weather API in a commercial project, if I just added a "weather powered by Google" link?
It looks like the Google Weather API is not even an officially supported API, but a 'hack' found and documented by other people. So there is no terms of use that defines if you can use it commercially.
But if you look at a similar API offered by Yahoo, its terms of use explicitly prohibit commercial use, so I wouldn't gamble on using Google's API in your project.
As far as I know the Google weather API is not an officially supported public Google API. It's internally used e.g. by Google Calendar or iGoogle. Therefore I think, the legal status is somehow indefinite.

I believe there is no such thing, however there is a lot of examples on HOW to use the Google Ads API, and as a developer it's up to you how you want to turn that into a UI.
After all, WHAT you use the API for is entirely up to you, i.e. it is your design. Making the UI is a separate task from accessing the API, so a tutorial on how to design a UI is separate from how to access the API.
You can read about the Google Ads API here, and it's littered with examples. Warning, it has a pretty high technical level and just getting OAuth setup can prove to be a major hassle. Good Luck.

After the deprication of the instagram's API which provides the information about the followers of a user, some 3rd party apps can still provide the information of user's connection. What is the reason behind that?
I assume they are using a private Instagram API by reverse engineering it.
One way to do that is to observe the requests your browser makes (with the developer tools) and then remake the requests in their own code, providing the proper data, cookies, etc.
It can all be observed through the developer tools.

Beside IG's public API which is deprecated now, there are other solutions to achieve this. they may have bought the data from facebook inc or use tools and libraries like instagram private api.
Google just announced the retirement of some deprecated but pretty useful search API's, like Google Patent Search API, Google News Search API, Google Blog Search API, Google Video Search API and Google Image Search API
and forwarded to the Custom Search API as the recommended alternative.
What would now be the syntax for a patent search with the custom search API?
e.g. for

the patent-search uri will be gone.
The javascript API is the google.search.PatentSearch class, which I assume will also be removed.
And I don't see anything like Patent, Video or Images in the https://developers.google.com/custom-search/docs/ref_prebuiltlabels
The answer at Python module for searching patent databases, ie USPTO or EPO looks like it would be helpful to you. It gives a Python example of doing a Google patent search using the custom search API.

If I understood you correctly, you are trying to built an app similar to the core functionalities of Instagram (or most of it!).
As you have said, they have introduced Sandbox features post November 17th, so any app created after that date will be running in Sandbox mode until you give it for a review.
Few things to note here:
They are restructuring their APIs, meaning there are lot more restrictions and validations!
I'm not sure, but if you search on Google about their restructuring of APIs, it clearly states that Instagram is trying to block an app which has most of the core functionalities of it - likes/posts/feeds etc. This is to secure their users' data and prevent malicious activities.
Most of the endpoints are restricted and some of the old ones are slowly being deprecated.
So, I guess from now on you can't build an app on Instagram which is similar to theirs. Regarding the existing apps which does the same, they have to remove those deprecated endpoints as these new features will be imposed on them post 2016!

Since Google has deprecated their old web search API as of recently, what are people using to do customized local search? (i.e. search for "donut shop" near this latitude and longitude) Sticking with the deprecated API? Using another Google API? Another provider entirely?
Their suggestion to use their new Custom Search API doesn't seem useful for local. Maybe i'm missing something under my nose?

I personally used Yahoo! Local Search
The Yelp API is pretty slick as well -- it'll give you local search capabilities and you can also get ratings information.
