I have created mock server and it shows GET operation selecting all partners and will get a partner by id.
If I click on the Add address button there is no put or post operation in the log file.

In the Message Descriptor it is taking the default value mentioned MQ Server. it is not takeing my UserName "XXXXX"

It says:
In this mode, the client-side user ID is sent as well as the user ID and password to be authenticated, so you are able to use ADOPTCTX(NO). The user ID and password are available to a server-connection security exit in the MQCSP structure that is provided in the MQCXP structure.
"client-side user ID" means the UserId that the application is running under. Therefore, if you are authenticating with a different UserId than the one that the application is running under.
Therefore, you (or your MQAdmin) will need to change ADOPTCTX to YES.
Your program works fine for me, when I fill in the correct values for my qmgr connection.
Except for one change I made: instead of TRANSPORT_MQSERIES_CLIENT I used TRANSPORT_MQSERIES_MANAGED. That keeps everything in the managed .Net space.
Without that change, I was actually getting MQRC_UNSUPPORTED_FUNCTION during the connection which typically means either some kind of mismatch between versions of interfaces, or it couldn't find the C dll that underpins the unmanaged environment. And I wasn't going to take time to dig into that further.
Running amqsbcg against the output queue, I see
UserIdentifier : 'mqguest '
which is the id I had set in the USER_ID_PROPERTY.
I have wrote some Python code that logs in and reads some data from Polarion ALM server via API (more informarion about Polarion API: https://almdemo.polarion.com/polarion/sdk/index.html). In my code I have used zeep Python package to handle SOAP.
My algorithm is simple:
1) Log in via logIn web service (https://almdemo.polarion.com/polarion/sdk/doc/javadoc/com/polarion/alm/ws/client/session/SessionWebService.html#logIn-java.lang.String-java.lang.String-)
2) Add current session to header - so the current session remain alive.
3) Try to read some data, for example via getRootProjectGroup web service (https://almdemo.polarion.com/polarion/sdk/doc/javadoc/com/polarion/alm/ws/client/projects/ProjectWebService.html#getRootProjectGroup--).
4) Regardless of what is happening I close the current session via endSession web service (https://almdemo.polarion.com/polarion/sdk/doc/javadoc/com/polarion/alm/ws/client/session/SessionWebService.html#endSession--).
What I observed:

What surprises me the most:
- I always uses the same credential (username and password)
- the session ID of the in request (point 3) is the same as in the server response during log in (point 1) so the session shall remain alive
- if I put my code in the loop (for example 1000 executions), the result for all attempts is always the same (1000 successes or 1000 failures), even if I add a wait (e.g. 1s) between the attemps
I would like to know why server rejects some of the requests. Is it some kind of Polarion server issue? How could I make a work around to somehow connect with the server and be able to read some data from the server even if it reject my first request.
It appears that it is issue with SOAP client (and relatively popular one). To fix it, I have turned off TLS verification. More details in:

I'm getting the error below while connecting to Azure Table Storage,
Details:

The one thing I noticed is that if I fill up only the account name it will automatically add the rest of the url which is ".table.core.windows.net" where in the portal its table.cosmosdb.azure.com.
With core.windows.net Im getting err "AzureTables: Request failed: The remote name could not be resolved". But it might messing up some headers while using table.cosmosdb.azure.com

You should be able to connect to your azure table storage/CosmosDB account using powerBi using the following link structure: https://STORAGEACCOUNTNAME.table.core.windows.net/ , or https://yourcosmosdbname.documents.azure.com:443/ for cosmosdb
You can get the correct link by going to Portal > go to Storage accounts > Click on Tables/CosmosDB > You'll find the table link you would like to link to powerbi > remove the last table name after "/", then use it to connect in powerbi, it will later allow you to select the specific table in powerBI:

When it comes to these errors, they can be caused by cache, which can be flushed by going to:
In Power BI Desktop: Go to "File" and select "Options". Under "Data Load" you have the option to clear the cache. After doing this you can use "Get Data" and "OData-feed" as normal and the URL won't return the 415 error

The passUpdatedSince={tag} value is set from the last successful response that your web service gave to the requsest:

You set it by providing a key of lastUpdated in the JSON dictionary response to the above request. The value can be anything you like, but the simplest approach would be to use a timestamp.
The if-modified-since value is set by the Last-Modified HTTP header sent with the last .pkpass bundle received matching the passTypeIdentifier and serialNumber. Again, you can choose what value to send in this header.
The specific error that you mention above is not due to either of these. It is caused by your web service not providing a .pkpass bundle in response to the request to:
https://{webServiceURL}/v1/passes/{passTypeIdentifier}/{serialNumber}
You may want to try hooking your device up to Xcode, turning on PassKit logging (Settings -> Developer), then monitoring the device's console log as you send the push. This may give you more detail as to why the device sent the message to your web service log.
